North Bay Village's 'Resilient NBV' program offered a 50% permit discount on impact windows and doors, solar panels and generators, but roof repair was not on that list. A roof repair here still sits under Miami-Dade's strict hurricane-zone rules, and most repairs need a permit.

Where island roofs fail in storms

Hurricane Irma in 2017 pushed 4-6 ft of surge along Biscayne Bay, and Tropical Storm Eta in 2020 dropped more than 14 inches of rain near Biscayne Park. North Bay Village is 54.7% water by area, so wind and wind-driven rain reach roofs here with little shelter.

According to FEMA field teams, damaged roof covering is a primary way water gets into a building. When ridge vents are lost, large openings in the deck are left exposed. Leaks also follow flashing at wall and roof intersections, vent pipes and changes of slope, which the code requires to be flashed.

In hurricanes, soffits have historically held up poorly, and one that fails often allows a significant amount of water inside. When you look up from the ground, check soffits, ridge caps and shingle tabs for missing or cracked pieces.

Repair versus replace

Repair or replace under the 25% rule

Patching on a North Bay Village roof stops at 25 percent of the roof or roof section within 12 months. Past that point, you have to replace or recover the whole roof or the affected section. An exception applies only if that roof was itself built, repaired or replaced to the 2007 Florida Building Code or later.

The median home here was built in 1985, and 88.6% of units sit in buildings of 10 or more units. Many owners therefore share one building roof with an association, so ask the association who holds the permit and the repair history.

In Miami-Dade, repairs must use components with a product approval and must not create added ponding water. A new roof may not go over wet or deteriorated sheathing, so a tear-off to the deck is required in those cases.

What is the 25% rule for my roof?

No more than 25 percent of a roof or roof section may be repaired, replaced or recovered in 12 months unless the whole roof or section is replaced or recovered. Where your roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, just the repaired portion has to meet current code. A local government cannot amend that exception.

Once a roof is 15 years or older, Florida law allows you to pay for an authorized inspector to examine it. An insurer cannot refuse coverage or decline to renew based only on age when the inspection finds 5 or more years of useful life remaining.
