Roof repair in Key Biscayne, FL

After Hurricane Irma in 2017, soil sampled up to one block from the coast on Key Biscayne tested moderately saline. Salt water reached the island, and wind pushed it into roof edges, flashing and vents. Repairs here start with those weak points. Miami-Dade's strict hurricane code decides what kind of repair you can do.

Where roofs fail in a hurricane

Irma put 4 to 6 feet of surge above ground along Biscayne Bay. Water that high reaches the island from the sides as well as from above. Roofs on Key Biscayne face wind-driven rain more than falling debris, so the leaks tend to start at openings and edges.

According to FEMA field teams, roof covering that has been damaged is a leading way water enters a house. Lost ridge vents are one example. Their sample house had ceilings collapse even though the only roof damage was missing ridge shingles and a ridge vent.

Flashing is the next place to look. Code requires it where a wall meets a roof, where the slope changes and around roof openings. A stain on the ceiling usually traces back to one of those spots. Soffits also fail often, and when they go, water follows.

The 25% rule

Repair or replace under the 25% rule

In any 12-month period, Florida code caps patching at 25 percent of a roof or roof section. After repairs pass that limit, you must replace or recover the whole roof or the affected section. That limit is the chief legal dividing line between what counts as a repair and what counts as a replacement.

There is an exception. If your roof was built, repaired or replaced under the 2007 Florida Building Code or any later edition, only the repaired portion has to meet current code. That edition took effect March 1, 2009. The median home here was built in 1977, so many roofs on the island may predate that code, though a roof can have been redone since.

The county sits in the state's High Velocity Hurricane Zone, so island repairs must use components that have a product approval, and they must not create new ponding water. Any wet or deteriorated sheathing rules out a recover and calls for a tear-off to the deck.

Permits and safe steps after a storm

In the High Velocity Hurricane Zone, you need a permit for work on any roofing component, and that includes repair and maintenance. A contractor must complete and sign the permit paperwork on your behalf. Check with the Village of Key Biscayne building office on how it handles small repairs before work starts.

  • Wait until the wind has died down and the surface has dried before you go up on the roof.
  • Photograph ceiling stains, missing shingles or tiles and any loose vent or ridge cap.
  • Place tarps or buckets inside only where it is safe to stand.
  • Call your insurer or agent about coverage. Your contractor is not allowed to give you advice on that point.

What is the 25% roof rule in Florida?

Code limits repairs to 25 percent of the total roof area or roof section in any 12-month period. Past that point, you must replace or recover the entire roof or section. When your roof was built, repaired or replaced under the 2007 Florida Building Code or a later version, current code covers just the part being repaired. In Key Biscayne, the Village building office applies the permit side of this rule.

Often yes. Because Miami-Dade sits in the High Velocity Hurricane Zone, every job on a roofing component needs a permit, including repair and maintenance.
