Miami-Dade County sits in the High Velocity Hurricane Zone, the strictest wind rules in the Florida Building Code. Irma in 2017 put a 74-kt gust on the Opa-locka Airport instrument, and about 1,000 county homes had major damage.

Repair or replace: the 25 percent line
Under the code, patching cannot exceed 25 percent of a roof or roof section within any 12-month period. Once repairs go beyond that limit, you need to replace or recover the whole roof or section. The exception covers a roof built, repaired or replaced to the 2007 Florida Building Code or later; then only the repaired part must meet current code.
