Where Kendall West roofs fail in a storm

Irma in 2017 brought a 74-kt gust at Opa-locka Airport, and about 1,000 Miami-Dade homes took major damage. Water often gets in because wind has damaged the roof covering. Ridge vents are a weak point: when one blows off, a large opening is left in the deck.

Leaks also follow flashing. Start your check at vent pipes, chimneys, changes of slope and the joints where walls meet the roof. A failed soffit can let in a great deal of water, and soffits have a poor record in hurricanes.

Rain alone can cause trouble too. Tropical Storm Eta in 2020 dropped 13.40 inches in North Miami and left standing water for days. The median Kendall West home was built in 1986, about the same age as the county figure of 1980, so many roofs here have seen several seasons like that.

Repair limits

Repair or replace: the 25% rule

Under the code, repairs are limited to 25 percent of a roof or roof section within any 12-month period. If repairs exceed that limit, the whole roof section has to be replaced or recovered. One exception exists. It applies only when the roof itself was built, repaired or replaced to the 2007 Florida Building Code or later, and then only the repaired part must meet current code.

In the High Velocity Hurricane Zone, repairs must use components with a product approval. They also may not create new ponding water. A tear-off to the deck is required if the old roof is water soaked or already has two or more coverings.

Permits

Kendall West sits in unincorporated Miami-Dade, so you pull roof permits through the county's Regulatory and Economic Resources department. In the High Velocity Hurricane Zone, any repair or maintenance of a roofing component needs a permit. Only a licensed contractor can complete the application.

Elsewhere the code lets the building official excuse ordinary minor repairs. Confirm with the county building office before you assume a small patch is exempt.

About 53.6 percent of occupied homes here are owner-occupied. If you rent, the owner or property manager arranges the permit and the repair.

Stay off a wet or damaged roof. From the ground, look for missing or cracked shingles or tiles, exposed felt, and stains on interior ceilings. Photograph each one. The season for hurricanes starts June 1 and ends November 30, and September 10 is the peak.

If your roof is 15 years old or more, the insurer has to allow an authorized inspector to examine it, with you paying for the inspection. An inspection that finds 5 or more years of useful life remaining means the insurer may not refuse coverage or decline to renew based only on the roof's age.
