Hurricane Andrew devastated Pinecrest in August 1992, and the rules that came after it still decide how your roof is repaired. The village sits in Miami-Dade County, one of two counties in the code's High Velocity Hurricane Zone. Where Pinecrest roofs leak after a storm
The median Pinecrest home was built in 1969, older than the county figure of 1980. That suggests many roofs in the village have been replaced at least once, and some patched several times. Age matters because leaks start where a roof changes shape.
FEMA field teams found that wind-damaged roof coverings were a primary source of water getting into buildings. Leaks also follow flashing at wall joints, slope changes, chimneys and vent pipes. With 75.5% of Pinecrest housing in single-family detached homes, most roofs have many such joints, and each one is worth checking.
Ridge vents deserve a look too. FEMA notes that a lost ridge vent opens a large hole in the deck, and one example house had ceilings collapse though only ridge shingles and the vent were gone. Hurricanes have also been hard on soffits, so look them over from ground level.

How the 25% rule decides whether your roof gets repaired or replaced
The Florida code caps repair, replacement or recovery at 25 percent of a roof or roof section in any 12-month period. Once the work passes that mark, the entire roof section has to be redone. A roof built, repaired or replaced to the 2007 Florida Building Code or later is exempt from that full redo, and the 2007 code took effect March 1, 2009. For such a roof, current code reaches only the part being worked on.
Under the High Velocity Hurricane Zone provisions, a full tear-off to the deck is required if the existing roof is water soaked, has two or more roof coverings, or cannot meet the code's securement rules. Repairs must also use components with a product approval.

Under those same hurricane-zone provisions, permits are required for all work on any roofing component, including repair and maintenance. For a Pinecrest house, that means the permit paperwork goes to the Village of Pinecrest Building function, and a licensed contractor must sign the application.
- Stay off the roof. Look from the ground for missing tabs, lifted ridge cap and loose soffit.
- Photograph ceiling stains and attic leaks before anything is moved.
- Tarp only from a ladder you can reach safely, or wait for a roofer.
- Check your claim deadline with your insurer or agent: notice is barred after 1 year from the date of loss.

What is the 25% roof rule in Florida?
Within any 12-month period, repairing, replacing or recovering more than 25 percent of a roof or roof section is not allowed unless the entire roof section is replaced or recovered. A roof that was built, repaired or replaced under the 2007 Florida Building Code or a later edition is treated differently, and only the part being repaired has to meet current code. Pinecrest's median home year of 1969 means many original roofs predate that edition, so ask your roofer which side of the line yours falls on.

Do I need a permit to repair my roof in Pinecrest?
Probably yes. Because Miami-Dade sits in the High Velocity Hurricane Zone, any work on a roofing component needs a permit, and that includes repair and maintenance. The code allows ordinary minor repairs with the building official's approval and no permit, so the village Building function makes that call. Can my insurer make me replace a 15-year-old roof?
Florida Statute 627.7011(5) says that when your roof is 15 years or older, you can have an authorized inspector examine it at your expense, and the insurer has to allow that. Age alone is not a reason for it to refuse coverage or decline renewal when the inspection shows 5 or more years of useful life remaining. Pinecrest has 5,037 owner-occupied homes, and many owners face this question. Your own policy terms are a matter for your agent.

What is the new law in Florida about roofs?
Two rules matter most for Pinecrest owners. Policies issued on or after January 1, 2023 do not allow assignment of post-loss benefits to a contractor. Also, Fla. Stat. 489.147 bars roofers from soliciting claims or offering anything of value for an inspection. These rules touch a lot of households here, since the median home in the village was built in 1969, so many roofs have been repaired or replaced at least once and claims come up often. Coverage questions go to your insurer or agent, not to a roofer.
