Where roofs fail in Miami-Dade storms
Hurricane Irma in 2017 put a 74-knot gust on record at Opa-locka Airport and left about 1,000 Miami-Dade homes with major damage. FEMA field teams name damaged roof covering as a primary source of water entering a building. Once insulation and walls stay wet, algae and mold can follow.
Ridge vents deserve a close look. In one FEMA example, ceilings collapsed after the ridge shingles and ridge vent blew off, with no other roof damage. Soffits also fail often, and leaks track the places the code requires flashing: where a roof meets a wall, at changes of slope, and around roof openings. Median build year here is 1981, close to the county's 1980, so many of these roofs have probably been replaced at least once.

Repair or replace: the 25 percent rule
Florida limits patching to 25 percent of a roof or roof section within any 12 months. Redo more than that and the entire section has to meet today's code. A roof that was itself built, repaired or replaced to the 2007 code or newer is exempt, so only the new work must comply. No county can change that exemption by ordinance.
In the Miami-Dade HVHZ, any roofing repair or maintenance needs a permit application signed by a licensed contractor. A repair may not create extra ponding water. A tear-off to the deck is required if the existing roof is water soaked or has two or more layers of covering.
Miami-Dade County Regulatory and Economic Resources issues roof permits here, since The Crossings is unincorporated. Whether a very small repair counts as an ordinary minor repair is the building official's decision, so confirm with that office first.

What to do after a storm
Stay off a wet or damaged roof. Look from the ground for lifted shingles or tiles, and check the attic and ceilings for stains. Photograph what you see. Hurricane season runs June 1 to November 30, with the peak on September 10, so have your photo and tarp steps planned before then.
Under Florida Statute 489.147, a roofing contractor may not offer anything of value for a roof inspection or claim, or advise you on what your policy covers. For any question about what your policy covers, go to your insurer or agent. The statute sets a 1-year window from the date of loss for notice of a new claim.

Within any 12-month period, only 25 percent of a roof or roof section may be repaired, replaced or recovered before the whole section must be redone to current code. The exception is a roof built, repaired or replaced to the 2007 Florida Building Code or later: only the repaired part must then meet today's code. What is the new law in Florida about roofs?
Two rules matter most. For a roof 15 years or older, your insurer must let you have an authorized inspector check it at your expense, and may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left.
