Where wind and rain get into Hialeah roofs
Ridge vents are a weak line on older Hialeah roofs. FEMA's teams documented a house whose ceilings came down although the only roof damage was a missing ridge vent and its ridge shingles: the vent's slot in the deck let the rain straight in. FEMA wants ridge vents tested for wind-driven rain and fastened through the sheathing.
Soffits are the other. They have historically performed poorly in hurricanes, and only the 2007 code made them resist the same wind loads as walls, so any original soffit on Hialeah's pre-1980 stock, 59.6% of homes, predates that rule. When a soffit goes, water often follows behind it.
Rain finds the damage later. Tropical Storm Eta in 2020 dropped 14.12 inches near Biscayne Park and 13.40 in North Miami, leaving streets in northern Miami-Dade under water for days. On a low-slope section, an HVHZ repair must not create more ponding than was there before (FBC-B 1521.3).

Hialeah is in the High-Velocity Hurricane Zone, so FBC-B 1512.3 requires a permit for any roofing work, repair and maintenance included, and every repair component needs a product approval (1521.2). The permit comes from the City of Hialeah Building Department.
Repairs also have a ceiling. A roof built before the 2007 code took effect on March 1, 2009 can have no more than 25% of a section repaired in a 12-month period before the whole section must be redone to current code. And repairs do not reset the roof's insurance age, which runs from the last time 100% of the surface was replaced (Fla. Stat. 627.7011(5)(d)).

Can a handyman fix my Hialeah roof?
Only within a narrow exemption. Florida exempts casual, minor or inconsequential work below a set total contract price from contractor licensing, but not when a bigger job is split up to stay under it, and not for anyone who advertises as a contractor. The permit question is separate: in the HVHZ, any roofing repair needs a permit from the City of Hialeah Building Department, filed on the uniform roofing application.

Is it worth repairing the roof on a 1975 Hialeah house?
It depends on the roof's permit date more than the house's. If the roof was last replaced before March 1, 2009, repairs past 25% of a section in a year force a full section re-roof to current code, and patching never resets the roof's age for your insurer. If it went on under the 2007 code or later, only the repaired part must meet current code. Hialeah's median house dates to 1975, so pull the permit record before deciding.

What rights do I have if I sign a roof contract after a storm in Hialeah?
A right to cancel, in some cases. If a residential roof contract is signed within 180 days after a storm covered by a Governor's state-of-emergency declaration, for a home in that area, the owner may cancel without penalty within 10 days or by the official start date, whichever comes first, and the contract must say so in 14-point bold type before the signature line. Miami-Dade's most recent FEMA declarations came with Hurricane Milton in 2024.
