Roof repair in Palm Beach County, in short

Wind damage clusters at hips, ridges, vents, soffits and flashing. A minor repair may skip a permit only if your building official agrees; otherwise the county Building Division or your city issues one. What recent storms did to roofs here

During Hurricane Ian in 2022, an EF-2 tornado on a 6-nautical-mile track in Palm Beach County collapsed a house roof and injured two people. Spotters reported another near Kings Point with overturned cars and blown-out windows. Milton's 2024 tornado added blown-in impact windows to its roof damage, and NHC noted an 80-knot gust at the North Palm Beach County airport as it passed.

Damaging wind does not need a named storm, either. On April 29, 2023, NWS Miami documented an EF-2 with estimated peak winds of 130 mph in Palm Beach Gardens.

What breaks

Where wind opens a Florida roof

After Ian, FEMA's assessment team found damage to hips and ridges more than any other kind, on newer and older roofs alike, as the International Code Council summarized it. FEMA's Hurricane Michael advisory adds ridge vents: lose one and a long slot in the deck is open to rain. Soffits have a poor hurricane record too, which is why the 2007 code began requiring them to resist the same wind loads as walls.

Leaks then follow the places the code requires flashing: where a roof meets a wall, where slope or direction changes, and around vents and other openings (FBC-R R903.2.1). On tile roofs, the tile industry's storm reviews find that broken tiles usually come from flying debris rather than wind alone.

First steps after storm damage

Stay off the roof while storms are around; NWS Miami's guidance is to come down whenever thunder can be heard. From the ground, photograph what you can see, and inside, look for ceiling stains and wet insulation. Check your town's post-storm permit page before anyone starts work. If you plan to report damage to your insurer, Florida law gives 1 year from the date of loss to give notice of a new claim (Fla. Stat. 627.70132); coverage questions go to your insurer or agent.

Permits

Does a repair need a permit here?

Usually. The Florida Building Code requires a permit to repair a building, and ordinary minor repairs may skip it only with the building official's approval (FBC-B 105.2.2). That official works for the county Building Division or for your city, town or village. After hurricanes, some towns spell it out: Boynton Beach lists roof replacement and substantial roof repairs among post-storm work that may need a permit, and the Town of Palm Beach publishes a 2026 Post-Storm Permitting Plan.

Who does the work matters as well. Florida exempts only casual, minor work below a set contract amount from contractor licensing, and never for someone who advertises as a contractor (Fla. Stat. 489.103(9)).

When patching has to stop

The code caps repairs at 25% of a roof or roof section in any 12 months, unless the roof was built or replaced to the 2007 Florida Building Code or later (FBC-R R908.1.1; Fla. Stat. 553.844(5)). That cap is the main legal line between a repair and a replacement in Florida. With the county's median home built in 1986, plenty of roofs here sit on the older side of it unless they have been replaced since.

Repairs have material rules, too. Cracked or broken tile may not go back on, and neither may rusted flashing, edge metal or vent collars (FBC-R R908.5). If the job grows past a repair, see roof replacement in Palm Beach County.

Can a handyman repair my roof in Palm Beach County?

Only within a narrow exemption. Florida law exempts casual, minor or inconsequential work below a set contract amount from contractor licensing, but not jobs split up to dodge the limit and not anyone who advertises as a contractor (Fla. Stat. 489.103(9)). Roofing beyond that is roofing contractor work under Fla. Stat. 489.105. The permit is a separate question: your building official, at the county Building Division or your city, decides whether a minor repair can go ahead without one.

Does a repair reset my roof's age for insurance?

No. For insurance, Florida counts a roof's age from the last date its whole surface was built or replaced, or from the first partial replacement once later partial work reaches 100% (Fla. Stat. 627.7011(5)(d)). A patch after a storm leaves that clock alone. In a county whose median home dates to 1986, the date of the last full replacement usually matters far more to an insurer than a recent repair. Ask your insurer or agent how your policy treats it.

For a new or reopened property claim, Florida law requires notice to reach the insurer within 1 year after the date of loss; a supplemental claim has 18 months (Fla. Stat. 627.70132). Can broken roof tiles be reused in a repair?

Not if they are cracked or broken. The code lets salvaged clay, concrete or slate tile back on a roof only when it is undamaged and matches in material and profile, and it bars reusing rusted flashing or edge metal (FBC-R R908.5). The tile industry calls most tile roofs repairable, even where a profile is out of production. After a debris-heavy event such as the Milton tornado that crossed The Acreage in 2024, check tile for cracks even where none are missing.
