Storm damage

Where roofs fail in a Palm Beach County storm

Hurricane Irma in 2017 put 2-4 ft of storm surge above ground along coastal Palm Beach County. Your town sits on the north bank of the Jupiter Inlet, so that is the kind of water exposure to plan around. Wind does the damage to the roof itself, and the surge mostly decides how long you stay out of the house.

Hurricane Ian in 2022 spun off an EF-2 tornado in Palm Beach County that collapsed the roof of a house and injured 2 people. A roof that fails that way started failing at the edges and openings first.

FEMA field teams name damaged roof covering as a primary source of water getting in. Lost ridge vents are another entry point: one FEMA example house had ceilings collapse though the only roof damage was lost ridge shingles and ridge vent. Leaks also follow flashing at wall intersections, slope changes, chimneys and vent pipes.

Repair versus replace

Repair or replace: the 25 percent rule here

In any 12-month period, Florida caps patching at 25 percent of a roof or a roof section. Once repairs go beyond that share, the entire roof or section has to be replaced or recovered. The exception covers a roof that was itself built, repaired or replaced to the 2007 Florida Building Code or later. From that point on, only the repaired portion has to meet current code.

In this town 25.2 percent of homes went up in 2010 or later, against 9.2 percent countywide. Many of those roofs are likely newer than the 2007 code line. Older roofs on the remaining homes may not be, so check the date of the last roof work for your own house.

Repair means renewing part of an existing roof for maintenance. Replacement means removing the covering, fixing any damaged deck and installing new covering. Whether a small repair needs a permit is the building official's decision, and the Town of Jupiter Inlet Colony Building Department is the office to ask.

Safe steps

What to do after a storm

  • Stay off the roof until the wind is gone and the surface is dry.
  • Photograph ceiling stains, missing shingles and lost vents from the ground.
  • Tarp or dry out the inside only if you can do it without climbing.
  • Check your policy and notice deadlines with your insurer or agent.

The Atlantic hurricane season stretches from June 1 through November 30, with its peak near September 10. Florida bars roofing contractors from soliciting roof claims or advising on coverage. For anything about your policy, ask your insurer or your agent.

Questions

Roof repair in Jupiter Inlet Colony: questions

What is the 25% roof rule in Florida?

Unless the whole roof or section is replaced or recovered, no more than 25 percent of it may be repaired, replaced or recovered within any 12-month period. The exception applies when the existing roof was built, repaired or replaced to the 2007 Florida Building Code or later. From that point on, only the repaired portion has to meet current code. Palm Beach County is not in the High Velocity Hurricane Zone, so the standard code text applies in Jupiter Inlet Colony.

Does a small roof repair in Jupiter Inlet Colony need a permit?

Under the code, ordinary minor repairs can go ahead with the building official's approval, and no permit is needed. So the answer is the official's call, not a fixed rule. In Jupiter Inlet Colony, ask the Town Building Department before work starts. Bring a description of the repair and the roof area involved, since the 25 percent limit counts repairs across 12 months.

Can my insurer make me replace a 15-year-old roof?

Not on age alone. If your roof is 15 years old or older, the insurer must allow an authorized inspector to check it, with the cost falling on you. Age alone is not grounds for the insurer to refuse coverage or non-renew when the inspection shows 5 or more years of useful life remaining. With a median build year of 1989 in town, plenty of owners may face this question. Confirm details with your insurer or agent.

How soon must I report storm damage to my insurer?

A new or reopened property claim is barred unless the insurer receives notice within 1 year of the date of loss. A supplemental claim has 18 months. Since 96.6% of occupied homes here are owner-occupied, most households deal with this directly. Check your own policy and call your insurer or agent for how to file.
