Cloud Lake has no mobile homes, so every roof in town is a site-built house roof that follows the Florida Building Code. Most of those houses are old. A leak here usually starts at flashing, a vent or a ridge, and the repair has a legal limit.

Where Cloud Lake roofs fail in a storm
The median Cloud Lake home was built in 1954, against 1986 for Palm Beach County. That suggests many roofs here have been redone more than once, and some may carry old patches, old flashing and aging decking.
Tropical-storm-force winds from Hurricane Matthew in 2016 reached Palm Beach County's coast. In 2022 an EF-2 tornado in the county, linked to Hurricane Ian, collapsed the roof of one house. Wind finds the weak edge first, then water follows.
- Flashing at wall and roof meetings, chimneys and vent pipes, where leaks track.
- Ridge vents. Losing one leaves a large opening in the deck.
- Soffits, which often fail and let water into the attic.
- Shingle tabs that are missing, cracked or curled.

Repair or replace under the 25 percent rule
For a Cloud Lake house, a patch covering more than a quarter of the roof or roof section within 12 months triggers a full replacement or recover of that roof or section.
One exception matters. If the existing roof was itself built, repaired or replaced to the 2007 code or later, only the repaired part must meet current code. Florida law bars a town from changing that exception. With 91.9 percent of Cloud Lake housing built before 1980, many roofs here are unlikely to qualify unless they were redone since.
The local building official decides if a small repair requires a permit. Confirm with the Cloud Lake building office before work starts.

Stay off the roof. From the ground, look for missing tabs, lifted ridge pieces and ceiling stains, then photograph them. The season for hurricanes spans June 1 through November 30, and September 10 marks the peak.
For insurance, notice of a new property claim must reach your insurer within 1 year of the loss. Take any question about your coverage to your insurer or agent. Under Florida law, roofers are prohibited from giving advice about coverage.

Does a small roof repair in Cloud Lake need a permit?
It depends on the building official. Florida code requires a permit to repair a building, but ordinary minor repairs may be made with the official's approval and no permit. Cloud Lake is a small town next to West Palm Beach and Glen Ridge, so call the town building office with your repair described before any work starts. A patch near the 25 percent limit is a different matter and should be raised with them.

How much of my roof can be patched at once?

My roof is over 15 years old. Can my insurer force a new roof?
When a roof is 15 years or older, you can have an authorized inspector check it at your own expense, and the insurer must allow this. Age alone cannot be the sole reason an insurer refuses or non-renews, provided the inspection shows 5 or more years of useful life remaining. Why do ridge vents and soffits matter after a Palm Beach County storm?
Lost ridge vents expose large openings in the roof deck, and failed soffits let water into the attic. FEMA found ceilings collapsing in a house whose only roof damage was lost ridge shingles and ridge vent. Palm Beach County is outside the High Velocity Hurricane Zone, so Cloud Lake roofs follow the standard code, and Hurricane Ian's 2022 tornado showed one house roof collapsing in the county.
