Roof repair in Riviera Beach, FL

Singer Island sits on the Atlantic side of Riviera Beach, across the Lake Worth Lagoon from the mainland, so roofs there take wind first. Most repairs start at the same few spots: flashing, vents, ridge and lost shingles. Whether a repair is enough depends on the 25 percent rule.

Where Riviera Beach roofs fail in storms

Palm Beach County has taken real storm hits. Hurricane Irma in 2017 put 2-4 feet of storm surge above ground along the coastal counties, Palm Beach among them. In 2022 an EF-2 tornado from Hurricane Ian collapsed a house roof in the county.

Damaged roof covering is a leading cause of water getting in during high winds. Ridge vents are a weak point: lose one and a large opening in the roof deck is exposed. Leaks also follow flashing at wall intersections, slope changes and roof openings.

Median home age here is 1981, about the same as the county's 1986. That is a date for homes, not roofs, so check your own roof's age and history. Mobile homes make up 4.2 percent of units and follow a different federal code.

Repair vs. replace

Repair or replace: the 25 percent rule

On a Riviera Beach roof, patching is capped at one quarter of the roof or roof section across 12 months. Once damage passes that point, the entire roof or the affected section has to be replaced or recovered. The legal boundary between a repair and a replacement mostly comes down to that cap.

One exception matters here. A roof built, repaired or replaced to the 2007 code or later only has to bring the repaired area up to current standards. Palm Beach County is outside the High Velocity Hurricane Zone, so the stricter HVHZ roofing rules do not apply to a Riviera Beach job.

Small repairs may not need a permit at all. The building official decides. Riviera Beach homeowners should ask City of Riviera Beach Development Services before work starts.

What to do after a storm

Stay off a wet or damaged roof. From the ground, look for missing tabs, exposed felt and ceiling stains. Photograph everything. Activity peaks around September 10 within a hurricane season that spans June 1 through November 30.

A new claim must reach the insurer within 1 year after the date of loss. Coverage questions belong with your insurer or agent, since Florida law bars roofing contractors from advising on coverage. Riviera Beach homeowners who rent to seasonal occupants should confirm the landlord policy terms the same way.

What is the 25% roof rule in Florida?

In any 12-month period, no more than 25 percent of a roof or roof section may be repaired, replaced or recovered unless the whole roof or section is redone. A Riviera Beach roof built or repaired to the 2007 Florida Building Code or later only needs the repaired part to meet current code. Ask City of Riviera Beach Development Services how it treats your roof.

Does a small roof repair in Riviera Beach need a permit?

It depends. The code lets the building official approve ordinary minor repairs without a permit, so the call is local. Riviera Beach Development Services is the office to ask. Larger work, or repairs that approach the 25 percent limit, are more likely to need one. Confirm with the building office before starting.

Do homes in Palm Beach County follow the hurricane zone roofing rules?

No. Palm Beach County is not in the Florida Building Code's High Velocity Hurricane Zone, which covers Miami-Dade and Broward only. Riviera Beach roofs follow the regular statewide code, including wind design based on the address's design wind speed. Singer Island and other coastal spots can still see higher wind exposure.

How old does a roof have to be before my insurer can require an inspection?

At 15 years or older, the insurer must let you have an authorized inspector check the roof at your own expense. If the inspection shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew on age alone. Roof age runs from when 100 percent of the surface was built or replaced.
