South Palm Beach grew mainly through condominiums built in the early 1970s, and the median home here dates to 1975. Many roofs in town are therefore likely old or replaced more than once. Repair is often possible, but the 25% rule decides when patching must become a full replacement.

Where roofs fail on a barrier island

Palm Beach County has taken tropical-storm-force wind from Hurricane Matthew in 2016, and Irma in 2017 pushed 2-4 feet of surge above ground along the coast. Water that reaches ground level is not the roof's problem. Wind and driven rain are, and the town sits between the Atlantic and the Intracoastal Waterway with nothing to slow either.

FEMA field teams found that loss of ridge vents can open large holes in the deck, and one house had ceilings collapse though only ridge shingles and the ridge vent were gone. Soffits have also performed poorly in hurricanes. Check the ridge, the vents and the soffits before you look at the field of the roof.

Leaks also follow flashing. Wall and roof intersections, changes of slope, and roof openings are the places where the code calls for it. Where a roof meets a wall or a vent pipe, look there first for lifted metal or dried sealant.

The 25% rule

Repair or replace under the 25% rule

In any 12-month period, Florida's code limits repair, replacement or recovering to 25 percent of a roof or roof section. Exceed that limit and the entire roof section has to be redone. A roof that was itself built, repaired or replaced to the 2007 Florida Building Code or later, which took effect March 1, 2009, gets relief: only the repaired part must meet current code.

In a town where 75.9% of housing units predate 1980, against 33.5% countywide, that relief will not fit every building. Ask for the date of the last full roof replacement before anyone prices a patch. That date, not the building's age, decides which side of the line you are on.

  • Stay off the roof. Look from the ground for missing shingles, bent flashing and loose ridge pieces.
  • Check the attic and ceilings for stains, which are one of the leak signs insurers list.
  • Photograph damage before moving anything, and cover openings only from a safe position.
  • Call your insurer or agent about coverage and deadlines. A new claim needs notice within 1 year of the loss.

Roofs here are often shared. With 89.7% of units in buildings of 10 or more, and 40.3% of units held for seasonal use, the association usually decides repairs. Many owners are away, so report damage to your board. For permits, confirm with the Town of South Palm Beach Building Department.

What is the 25% roof rule in Florida?

Under Florida Building Code section 1511.1.1, no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the entire roof section is replaced or recovered. Where the roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, current code applies only to the part being repaired. Confirm your roof's last replacement date with your association or the Town of South Palm Beach Building Department.

Does a small roof repair in South Palm Beach need a permit?

It depends on the building official. Under the code, ordinary minor repairs can proceed with the building official's approval and no permit. A permit is otherwise required to repair a building. Because that call is local, ask the Town of South Palm Beach Building Department before work starts, and describe the repair plainly. In a condominium, your association will usually handle this for the whole building.

Can my insurer force a roof replacement because of age?

Not on age alone. Once a roof reaches 15 years or older, the insurer has to let you bring in an authorized inspector to examine it, and you cover the cost. An inspection that finds 5 or more years of useful life remaining means the insurer cannot refuse coverage or non-renew based only on the roof's age.
