Where Lake Park roofs fail in a storm

Hurricane Irma in 2017 put 2 to 4 feet of storm surge above ground along coastal Palm Beach County, and Hurricane Matthew in 2016 brought tropical-storm-force winds to the same coast. Wind and rain are what test a roof, though. FEMA teams call damaged roof covering a primary source of water getting into houses.

Check flashing first. Leaks follow the places where the code requires it: wall and roof joints, changes of slope, and openings such as vent pipes. After that, look at the ridge. Lost ridge vents leave large openings in the deck, and FEMA found a house whose ceilings collapsed though only ridge shingles and vent were gone.

Soffits deserve a look too. They have performed poorly in hurricanes, and when they fail the result is often significant water intrusion. The median home here was built in 1977, but that year describes the homes and says nothing about any one roof or soffit, so what counts is when that roof or soffit was last built, repaired or replaced and under which edition of the Florida Building Code.

Repair versus replace

Repair or replace: the 25 percent rule

Under Florida's code, patching can touch no more than 25 percent of a roof or roof section within any 12-month period. Once repairs exceed that limit, the entire roof section has to be replaced. The exception applies solely to a roof that was built, repaired or replaced under the 2007 Florida Building Code or a later edition. The median home here was built in 1977, but that says nothing about any one roof, so ask what work your roof has had. It falls under the 2007 exception only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, and that code took effect March 1, 2009.

Palm Beach County is outside the High Velocity Hurricane Zone, so the stricter Miami-Dade and Broward rules do not apply in Lake Park. The standard Florida Building Code governs. Whether a small repair needs a permit is the building official's decision, so ask Lake Park's Community Development office before work starts.

What to do safely after a storm

  • Stay off the roof. Look from the ground for missing shingles, lifted flashing or a bare ridge.
  • Photograph damage and any ceiling stains before you move anything.
  • Cover openings only from a ladder at the eaves or from inside the attic.
  • Call your insurer or agent about coverage. A contractor may not advise you on it.

Only 46.5 percent of occupied homes here are owner-occupied, so many roofs belong to a landlord or association. If you rent, report damage to the owner in writing. Owners should know a new or reopened claim must reach the insurer within 1 year of the loss.

What is the 15 year roof rule in Florida?

The rule traces back to Fla. Stat. 627.7011(5). Once your roof reaches 15 years of age or more, you must let your insurer send an authorized inspector to look it over, and the inspection cost falls to you. If the inspection shows 5 or more years of useful life left, the insurer may not refuse or non-renew you solely for age. With a median build year of 1977 in Lake Park, many roofs here may be near that age.

Does a small roof repair in Lake Park need a permit?

Florida's code says ordinary minor repairs may be made with the building official's approval and no permit. That leaves the final decision with the local official. Is Lake Park in the High Velocity Hurricane Zone?

No. The High Velocity Hurricane Zone takes in only Miami-Dade and Broward, so Palm Beach County falls outside it. Lake Park follows the standard Florida Building Code. That still matters after storms like Hurricane Irma in 2017, which brought 2 to 4 feet of surge to the Palm Beach County coast.
