During Hurricane Ian, preliminary NOAA reports placed a tornado near Kings Point, about 3 miles west-southwest of Delray Beach, that overturned cars and blew out windows. Wind like that pulls at the same places on every roof, the ridges, hips, edges and vents, and that is where a Delray Beach repair usually starts.

Ridges, vents and tile: where Delray Beach roofs let water in

FEMA's assessment teams name damaged roof coverings as a primary source of water getting into homes in hurricanes, and they single out ridge vents: lose one and a long open slot in the deck is exposed to rain.

Ian's damage followed the same pattern: FEMA's team, as summarized by the ICC, saw hips and ridges damaged more than anything else, on newer and older roofs. Tile fails another way. Per the Tile Roofing Industry Alliance, broken tiles rarely come from wind itself; in a blow they are mostly hit by airborne debris, so on a tile roof downwind of a tornado track, look for impact breaks as well as slipped pieces.

Empty houses raise the stakes: 11.7% of Delray Beach housing units are held for seasonal or occasional use, and a ridge opened in an August storm can leak into a closed-up house for weeks. Hard rain also finds the flashing at walls, slope changes and roof openings (R903.2.1).

The decision

Most roof work needs a permit (FBC-B 105.1), and ordinary minor repairs can skip one only with the building official's approval (FBC-B 105.2.2). For a Delray Beach address that official sits in the city's Building Division, so ask before the work begins.

Then there is size. A repair that grows past a quarter of a roof section within 12 months stops being a repair under R908.1.1 and becomes a code-compliant redo of that whole section, with relief only for roofs put on under the 2007 code, which took effect March 1, 2009. For tile, R908.5 allows salvaged tile back on the roof only in the same material and profile, and never a cracked one.

Can a roof leak in Delray Beach wait for the dry season?

It is a gamble. FEMA's teams found that once water gets past a damaged covering it soaks insulation and walls and leads to algae and mold growth, and in Delray Beach the wet months are long: 67.3% of a normal year's rain at the West Palm Beach airport falls from May through October, with August the wettest at 8.68 inches. A small leak found in October can often be fixed before the drier months; one found in June faces the whole season.

Can a handyman fix my roof in Delray Beach?

Only for small, casual work. Florida exempts work of a casual, minor or inconsequential nature below a set contract price from contractor licensing, but not a bigger job broken into smaller ones and not anyone who advertises as a contractor (Fla. Stat. 489.103(9)). Paid roofing beyond that is a roofing contractor's trade, and the statute's definition of that trade includes deck attachment and sheathing or fascia repairs done with the roof (Fla. Stat. 489.105(3)(e)). Whether a given repair needs a permit is for the City of Delray Beach Building Division to say.
