Gulf Stream has no mobile homes, so every roof in town falls under the Florida Building Code, not the federal HUD code. That matters when a storm tears at a roof. Where it fails, how much you can patch, and what to do first all follow the same code.

Where roofs fail in Atlantic storms
Hurricane Irma in 2017 pushed 2-4 ft of storm surge over ground along coastal Palm Beach County, and Hurricane Ian's tornado in 2022 collapsed the roof of a house in the county. Wind is the common thread. According to FEMA field teams, a damaged roof covering is a primary way that water gets into a building.
Flashing is the usual weak point. Leaks follow the places the code requires it: where a wall meets a roof, where the slope changes, and around vents and chimneys. If a stain shows up beside a vent pipe or a wall, start there.
Ridge vents and soffits come next. FEMA reports that losing a ridge vent opens a large hole in the roof deck, and that soffits have performed poorly in hurricanes. Many Gulf Stream homes date from around 1979, and the 2007 Florida Building Code was the first to require soffits to resist wall wind loads. That suggests many original soffits predate the rule.
Repair or replace
Repair or replace: the 25 percent rule
Under the code, patching may not exceed 25 percent of a roof or roof section within any 12-month period. Once repairs exceed that limit, the whole roof section has to be replaced or recovered. This is the legal line between repair and replacement in Florida.
There is one exception. Where the existing roof was itself built, repaired or replaced to the 2007 Florida Building Code or later, current code applies only to the repaired portion. No local government can alter that exception through an ordinance. A roof from the 1979 era would not qualify, so ask for the permit record of any later reroof.
Whether a minor repair needs a permit is a call that rests with the building official. The Town of Gulf Stream posts its permit information online, so confirm with the building office before work starts.

What to do after a storm
Stay off a wet or damaged roof. From the ground and the attic, look for the items insurers' inspectors check: missing or cracked tabs, exposed felt, soft decking and visible leaks on ceilings. Cover openings with tarps and keep photos.
With 33.1% of Gulf Stream housing units held for seasonal use, many roofs sit unwatched for months. Hurricane season runs June 1 to November 30, so have someone check a vacant home's roof and ceilings after any storm. Your insurer has to receive notice of a claim within 1 year of the loss. Ask your insurer or agent about coverage, not a roofer.

What is the 25% roof rule in Florida?
Repairs are capped at 25 percent of a roof or roof section in any 12-month period under this rule. Beyond that, the whole roof section must be replaced or recovered to current code. A roof falls under the exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or any later edition, which took effect March 1, 2009, and then only the repaired part must meet current code. Palm Beach County follows this same rule, since it is outside the High Velocity Hurricane Zone that covers only Miami-Dade and Broward.

Does a small roof repair in Gulf Stream need a permit?
It depends on the building official. The code says a permit is needed to repair a building, but ordinary minor repairs may be made with the official's approval and no permit. The Town of Gulf Stream has a permits page, so confirm with the building office before any work begins, including a small patch near a vent or wall flashing.

What does a roof inspection for an older roof involve?
When a roof is 15 years or older, you are entitled to have an authorized inspector examine it at your own expense, and the insurer must allow that. An insurer cannot refuse coverage or decline to renew solely because of roof age when the inspection shows 5 or more years of useful life remaining.
