Low-slope roofs here follow the Florida Building Code's regular chapters, not the HVHZ chapter used in Broward and Miami-Dade. A new low-slope roof needs at least a quarter inch of slope per foot, edges tested for wind uplift and drainage that clears within 48 hours. Condo buildings three habitable stories or taller need a reserve study, roof first, every 10 years.

Condo roofs and the reserve study law

Florida Statute 718.112(2)(g) requires a residential condominium association to complete a structural integrity reserve study at least every 10 years for each building three habitable stories or higher. The roof is the first item on the list. Its findings come from a visual inspection, and it estimates the remaining useful life of each item, roof included.

That law touches a lot of roofs in this county, where 25.1% of homes are in buildings with 10 or more units. New ones keep coming, too: Census permit data show 1,503 units in 67 buildings of five or more units permitted in 2025.

Wind rules north of the HVHZ

Palm Beach County sits outside the High-Velocity Hurricane Zone, so commercial roofs here skip the HVHZ chapter's separate permit forms and tests. They still answer to Chapter 16 wind loads: decks and coverings must be designed for them, and metal edge systems on built-up, modified bitumen and single-ply roofs must be tested to ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504.5). Roofing products need Florida's statewide product approval (Fla. Stat. 553.842).

Membranes carry their own standards inside FBC-B Section 1507.12: EPDM to ASTM D4637 and TPO to ASTM D6878.

Drainage

West Palm Beach averages 61.75 inches of rain a year, and 67.3% of it falls May through October. New low-slope roofs need a design slope of at least a quarter inch per foot, and the code's test for positive drainage is a roof that drains within 48 hours of rain. The NRCA uses the same 48-hour mark for ponding.

The plumbing code sizes storm drainage on the 100-year hourly rainfall rate from its own map or approved local data; for reference, NOAA Atlas 14 puts that storm at 5.24 inches an hour at West Palm Beach. Where parapets could trap water, secondary overflow drains or scuppers are required (FBC-B 1503.4.1).

Options

Recover, coat or strip to the deck

The code decides some of this for you. A recover is barred, and a tear-off to the deck required, when the existing roof is water-soaked or too deteriorated to serve as a base, already has two or more roof coverings, or has blisters that are not cut and secured. Moisture surveys can map wet areas, but infrared and gauge readings need core cuts to confirm them.

Two more checks: the 25% limit on repairs in 12 months for roofs built before the 2007 code, and rooftop equipment, which a local government may only make you bring up to code during a re-roof when the unit is being replaced or moved and is not compliant (FBC-B 102.8). Your permit comes from the county Building Division or the city where the building sits.

Does my Palm Beach County condo building need a roof reserve study?

If it is a residential condominium three habitable stories or taller, yes. Florida law requires the association to complete a structural integrity reserve study for each such building at least every 10 years, and the roof is the first item it covers. With 25.1% of the county's homes in buildings of 10 or more units, many associations here fall under it. The study is based on a visual inspection and states each item's estimated remaining useful life.

Do commercial roofs in Palm Beach County need Miami-Dade NOA products?

Not because of where the building sits. The High-Velocity Hurricane Zone, where the NOA-based permit forms apply, covers only Miami-Dade and Broward, and Palm Beach County is outside it. Roofing here needs Florida statewide product approval instead, which anyone can look up by FL number on the Florida Building Commission's product approval search. An owner, lender or designer may still specify a product that also holds a Miami-Dade NOA.

How fast should a flat roof drain after rain?

Within 48 hours. The Florida Building Code defines positive roof drainage as slope designed so the roof drains within 48 hours of rain, and the NRCA applies the same 48-hour test to ponding. In Palm Beach County, where August alone averages 8.68 inches at the West Palm Beach airport, water that sits longer is still there when the next storm arrives.

Can a new commercial roof go over the old one?

Sometimes. The code allows a recover only over a sound, dry base: it is barred when the existing roof is water-soaked or deteriorated, already carries two or more roof coverings, or has blisters that are not cut and secured. A complete standing-seam metal system that carries its own loads to the structure is an exception. In Palm Beach County, the permit from the county Building Division or your city names which path the job takes.
