Where roofs fail in a coastal storm
Palm Beach County has seen Hurricane Matthew's tropical-storm-force winds in 2016 and an EF-2 tornado in 2022 that collapsed a house roof. FEMA field teams found wind-damaged roof covering to be a primary source of water getting into buildings. Water follows the first opening it finds.
Ridge vents are a weak point. FEMA notes that losing one exposes large openings in the deck, and its example house had collapsed ceilings with only ridge shingles and the vent gone. Flashing is the other usual leak path. The code requires it at wall intersections, slope changes and roof openings, so leaks tend to appear there.
Soffits also matter. According to FEMA, they have held up poorly in hurricanes, which is why the 2007 Florida Building Code started requiring them to withstand the same wind loads as walls. A soffit that peels away on an older building can let rain into the attic.
Repair limits
Repair or replace: the 25 percent rule
Under Florida's code, repairing, replacing or recovering more than 25 percent of a roof or roof section within any 12-month period is not allowed without further requirements. Once your work exceeds that threshold, the entire roof section has to be upgraded to current code. The exception covers a roof that was built, repaired or replaced to the 2007 Florida Building Code or later, where only the repaired part must meet current code.
Highland Beach has no mobile homes, so the Florida Building Code applies across the town's roofs. About 85.1% of housing units are in buildings of 10 or more units, against 25.1% countywide. In those buildings the roof is usually shared, and any repair work is likely to be arranged through the association.
The building official, not you, decides if a minor repair needs a permit. The code allows ordinary minor repairs without one at the official's approval. Confirm with the Town of Highland Beach Building Department before work starts.

What to do safely after a storm
Stay off the roof. From the ground, look for missing or curled shingles, exposed felt, and stains on ceilings or attic decking. Photograph each item. Insurers' inspection lists include exposed asphalt, loose tabs and soft decking spots, so those photos help.
About 41.1% of homes here are vacant and held for seasonal use, against 9.5% countywide. A leak in an empty unit can run for weeks, so owners who are away should have someone check the unit after a storm.
Talk to your insurer or agent about coverage and deadlines. State law gives 1 year to report a new claim and 18 months for a supplemental one. Under Florida Statute 489.147, a roofer may not solicit claims or advise you on what your policy covers.

My roof is 15 years old. Can my insurer drop me?
Florida law limits that. With a roof 15 years or older, your insurer has to allow an authorized inspector to examine it, and you cover the cost. Age alone cannot be the reason it refuses coverage or declines to renew when the inspection finds 5 or more years of useful life remaining.
