Where West Palm Beach roofs give way in a blow
FEMA's mitigation teams call damaged roof coverings a primary source of water intrusion in hurricanes, with lost ridge vents and soffits close behind. In Hurricane Ian, the ICC's summary of FEMA's report put hip and ridge damage at the top of the list, on new and old roofs alike, though newer coverings generally held up better.
Age matters here because half the city's homes were built before 1988. University of Florida researchers found asphalt shingles tend to come partly unsealed after about four years, especially at exposed corners, and recommend hand-sealing loose edges to the maker's specifications. Tile breaks for a different reason: the Tile Roofing Industry Alliance says wind alone rarely cracks a tile, and in high wind tiles are typically broken by airborne debris.
Storm wind in Palm Beach County is not only hurricane wind. Tornadoes spun up during Hurricane Ian in 2022 and Hurricane Milton in 2024 damaged roofs in the county, and the Weather Service documented an EF-2 in Palm Beach Gardens in 2023 outside any named storm. After any of them, look for lifted shingle tabs, missing ridge caps, cracked tiles and new ceiling stains, the damage items Citizens asks inspectors to record.
The decision
Patch or re-roof: the 25% line and the permit question
Florida's code allows repairs to no more than 25% of a roof or roof section in any 12 months; beyond that, the whole section must be redone to current code (FBC-R R908.1.1). The exception for roofs built or replaced under the 2007 code covers only roofs done on or after March 1, 2009, when that edition took effect. A roof here last replaced before then sits on the strict side of the line.
Small fixes may not need a permit: the building official can allow ordinary minor repairs without one (FBC-B 105.2.2). In the city, that judgment belongs to the Building Division, so ask before work starts. Florida's handyman exemption covers only casual, minor work under a set contract price, and never a large job split into small ones (Fla. Stat. 489.103(9)).

What should I do first after a storm damages my West Palm Beach roof?
Stay off the roof until the weather clears; NWS Miami warns against working on rooftops while thunder can be heard, since lightning can strike miles from the storm. From the ground and inside, photograph what you see: missing shingles or ridge caps, cracked tiles, stains or drips. Hurricane Nicole showed the lagoon side gets surge as well as wind, so note any water that came in at ground level separately. If you plan to involve your insurer, Florida requires notice of a new claim within 1 year of the loss (Fla. Stat. 627.70132); your agent can explain your policy.
Why does my West Palm Beach ceiling leak only in hard rain?
Wind-driven summer rain finds the joints. Florida's code requires flashing at wall-and-roof intersections, at changes in slope or direction and around roof openings (FBC-R R903.2.1), and leaks tend to start at those same spots. West Palm Beach gets most of its rain in the wet season: 67.3% of the airport's normal yearly total falls from May through October, and August averages 8.68 inches. A leak that shows only then usually traces to flashing, a vent boot or a ridge vent.
Can a few cracked tiles be fixed, or does my West Palm Beach roof need replacing?
Usually fixed: the Tile Roofing Industry Alliance calls most tile roofs repairable. Salvaged tile can go back only if it matches the old tile in material and profile, and cracked tile can never be reinstalled (FBC-R R908.5). Where a profile is no longer made, a harvest-and-repair moves tiles from a hidden slope to the street side. The 25% rule still applies, so a repair that grows past a quarter of a roof section in 12 months becomes a section replacement unless the roof went on after March 1, 2009. With a 1988 median build year in the city, check your roof's permit date first.
