Where Pahokee roofs fail in a storm

Pahokee was severely affected by the 1928 Okeechobee hurricane, and Hurricane Wilma in 2005 destroyed a newly built marina here. Storms have reached this town before. Hurricane season lasts from June 1 through November 30, with the busiest stretch around September 10.

What is the 15 year roof rule in Florida?
