Ridge vents deserve a look after any strong wind. According to FEMA, losing them can leave large holes in the deck, and in one example house the ceilings collapsed even though only the ridge shingles and ridge vent had blown off. Check soffits too, since they have a poor record in hurricanes.
Palm Beach County has seen real wind events. A Hurricane Ian tornado in the county caused a house roof to collapse and injured 2 people. Hurricane Irma put 2 to 4 feet of surge over ground along the coast. Westlake sits inland, so wind and rain, not surge, are the roof's main threats.
Repair versus replace
What the 25% rule means for your choice between repair and replacement
Florida's code caps repairs at 25 percent of a roof or roof section in any 12-month period. Once the damage passes that threshold, the entire section has to be redone. A roof qualifies for the exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or a later edition, and the 2007 code took effect on March 1, 2009.
Almost all Westlake homes are single-family detached, 94.1% of units, and most were permitted well after 2007. A home's build year does not prove its roof's code edition. Ask the City of Westlake Building Department whether a small repair needs a permit, because minor repairs are the building official's call.

- Stay off the roof. Look from the ground for missing tabs, lifted ridge pieces and torn soffit.
- Photograph damage and any attic or ceiling leaks before you move anything.
- Cover openings only from the ground or a ladder you can stand on safely.

Does a small roof repair in Westlake need a permit?
Not always. The code lets the building official approve ordinary minor repairs without a permit, so the answer is local. What is the new Florida law about roofs?
Fla. Stat. 627.7011(5) prevents an insurer from refusing or non-renewing a policy solely because the roof is under 15 years old. If your roof is 15 years old or more, you can pay an authorized inspector to examine it. The insurer may not refuse or non-renew solely for age if 5 or more years of useful life remain. With 96.9% of Westlake homes built since 2010, most roofs here are well under 15 years old.
