Where roofs fail in Palm Beach County storms

In 2016, Hurricane Matthew delivered sustained winds at tropical-storm force to coastal areas from Palm Beach County northward. Hurricane Irma in 2017 put 2-4 ft of storm surge above ground along coastal Palm Beach County and its neighbors. Wind and rain, more than surge, are what reach a roof.

FEMA field teams found that damaged roof covering was a primary source of water getting into houses. Lost ridge vents can open large holes in the deck. FEMA's example house had ceilings collapse though the only roof damage was lost ridge shingles and ridge vent. Check ridges first.

Leaks also follow flashing. The code requires it at wall and roof intersections, changes of slope, and roof openings, so valleys, vent pipes and sidewalls are the next places to look. Soffits have performed poorly in hurricanes, and a failed soffit often lets significant water in.

Repair or replace: the 25 percent rule

Over any 12-month span, Florida limits repairs to 25 percent of a roof or roof section. Beyond that threshold, the entire roof covering has to be replaced or recovered. This is the legal line between repair and replacement. A roof section can be divided by flashing, a change in elevation or roof type.

There is an exception. When the current roof was itself built, repaired or replaced to the 2007 Florida Building Code or a later edition, current code applies only to the portion being repaired. Local governments may not amend that exception. A 1981 median build year for Mangonia Park homes says nothing about any single roof, so confirm what was last done to yours.

The High Velocity Hurricane Zone covers only Miami-Dade and Broward, so Palm Beach County falls outside it. Whether a small repair needs a permit is the building official's decision, so ask the Town of Mangonia Park Building, Planning & Zoning before work starts.

  • Stay off the roof. Look from the ground for missing tabs, bare felt and lifted ridge material.
  • Look over the ceilings and the attic for stains, soft spots and any visible leaks.

The exception covers a roof already built, repaired or replaced to the 2007 Florida Building Code or later. What is the new law in Florida about roofs?

Two rules matter most here. The 25 percent rule and its 2007 code exception are in the building code and Florida Statute 553.844(5). Florida Statute 489.147 bars roofers from soliciting insurance claims or offering anything of value for an inspection. For policies issued on or after January 1, 2023, policyholders also cannot assign post-loss benefits to a contractor.
