Hurricane Matthew in 2016 brought tropical-storm-force winds to the coast from Palm Beach County northward. Hurricane Ian in 2022 spun off an EF-2 tornado in the county that collapsed the roof of a house. Strong wind finds the weak points first, not the middle of the field.

Soffits have performed poorly in hurricanes too, and the 2007 Florida Building Code began requiring them to resist the same wind loads as walls.

What the 25 percent rule means for deciding between repair and replacement

Florida code caps repairs at 25 percent of a roof or roof section in any 12-month period. Once repairs exceed that threshold, the whole roof section has to be replaced or recovered. The exception covers a roof built, repaired or replaced to the 2007 Florida Building Code or later, which took effect March 1, 2009. On roofs like these, current code applies only to the portion being repaired.

The High Velocity Hurricane Zone takes in only Miami-Dade and Broward, so Palm Beach County sits outside it. The statewide code applies here, and a local government may not amend that exception by ordinance.

Whether a small repair needs a permit is the building official's call, since the code allows ordinary minor repairs without one at the official's approval. For the Town of Palm Beach Shores, ask the Building Department before work starts.
