Larger fixes run into the 25% rule: on a roof installed before the 2007 code took effect on March 1, 2009, redoing more than a quarter of a section within 12 months means the whole section must meet current code.
Storm damage
What Debby, Helene and Milton tested on Pinellas roofs
Debby gusted to 61 knots at the Skyway Fishing Pier and 55 knots at Clearwater Beach in August 2024. Helene's surge came in September, and in October Milton's winds ripped the fabric roof off Tropicana Field. FEMA's teams found more hip and ridge damage than any other kind after Ian, on newer roofs and older ones.
Water follows the damage, since FEMA counts wind-damaged roof coverings as a primary source of water intrusion. After a storm, look at these first:
- Ridge caps, hip shingles and the first courses along the eaves: missing, creased or lifted pieces.
- Flashing where the roof meets a wall, changes slope or wraps a chimney or vent pipe; the code requires flashing at each of those spots (R903.2.1).
- On tile roofs, cracked or broken tiles, which in high wind usually come from flying debris, the tile industry says.
- Inside, new ceiling stains, and in the attic, damp spots on the underside of the deck.
Permits
Small fixes, permits and who may do the work
A repair is still work on a building, so Florida's code calls for a permit, yet it lets the building official approve ordinary minor repairs without one (FBC-B 105.1, 105.2.2). In Pinellas that official works for your city or, for unincorporated land and six towns that contract with the county, for Pinellas County Building Services, so the answer can change at a town line.
A roofing contractor's scope under Fla. Stat. 489.105 includes deck, sheathing and fascia repairs made during a roof repair. Florida exempts casual, minor work below a set price from contractor rules, but not for anyone who advertises as a contractor, and not when a bigger job is split to stay under the limit (489.103(9)).
Repair or replace
When patching stops: the 25% rule on older Pinellas roofs
Florida's code allows no more than 25% of a roof or roof section to be repaired, replaced or recovered in any 12-month period unless the whole section is brought to current code (R908.1.1). A roof built or replaced under the 2007 code or later, in force from March 1, 2009, is exempt from that step: only the repaired part must meet today's code (Fla. Stat. 553.844(5)).
With 87.5% of Pinellas homes built before 2000, the exemption turns on the roof's own date, not the house's. The rule limits how much may be patched; nothing in it says an insurer must pay for a full roof.

Claim deadlines and contractor limits after a Pinellas storm
Florida law sets the clock: notice of a new or reopened property claim must reach the insurer within 1 year after the date of loss, and a supplemental claim within 18 months (Fla. Stat. 627.70132). Under Fla. Stat. 489.147, a contractor may not offer you anything of value for a roof inspection or a claim and may not interpret your policy. For what your policy pays, ask the insurer or your agent; the statute keeps that question away from the roofer.

Is a patch enough after storm damage on a Pinellas roof?
It depends on how much is damaged and when the roof went on. Florida's code caps repairs at 25% of a roof or roof section in 12 months; past that, the whole section must meet current code unless the roof was built or replaced under the 2007 code or later, in force from March 1, 2009. In a county whose median home dates to 1977, plenty of roofs predate that line. Age counts too: after Ian, FEMA found visible damage on 90 percent of asphalt shingle roofs older than seven years.

Can a handyman fix a roof leak in Pinellas County?
Only for small jobs. Florida exempts work of a casual, minor or inconsequential nature below a set total price from contractor licensing, but the exemption is lost if the person advertises as a contractor or splits a larger job to stay under the limit (Fla. Stat. 489.103(9)). Roofing for pay otherwise falls to a roofing contractor, whose scope covers deck and fascia repairs during the job. Whether even a small fix needs a permit is the building official's call, at your city or at Pinellas County Building Services.

Why would a Pinellas roof leak after a storm when the shingles look fine?
Often because of what sits on top or at the edges. FEMA's post-hurricane reviews found that lost vents, especially ridge vents, can leave large openings in the deck, and in one example the ceilings came down although the only roof damage was a missing ridge cap and vent. Flashing at walls, chimneys and pipes is the other usual path. Debby's 61-knot gust at the Skyway Fishing Pier and Milton's hurricane conditions from Clearwater Beach south were strong enough to test both, so check the ridge line and flashing before blaming the field shingles.

Can a storm-damaged tile roof in Pinellas County be repaired?
Usually. The tile industry says tile roofs are repairable in most cases and that wind alone rarely breaks tiles; flying debris does. Under the code, reused tile has to match the roof's material and profile, and a cracked or broken piece can never go back up. Where a tile is no longer made, a harvest-and-repair moves tiles from a hidden slope to the visible side. New or harvested tile should not go over damaged underlayment, whatever the roof's age, so after a storm like Milton, which brought hurricane conditions from Clearwater Beach south, check what lies under the tiles as well.
