Where Pinellas Park roofs fail in a storm
Wind-damaged roof covering is a primary source of water intrusion, according to FEMA field teams. Water gets in where shingles are torn off, at lost ridge vents, and at damaged soffits. The median home here dates to 1978, and soffits were not required to resist wall wind loads until the 2007 code. Many older eaves in town are likely weaker points.

Florida limits patching. In any 12 months, no more than 25 percent of a roof or roof section may be repaired, replaced or recovered. Work beyond that line means redoing the entire roof or section. A roof that itself was built, repaired or replaced under the 2007 code or later gets relief: just the repaired area has to meet today's code.
About 84.3 percent of homes here were built before 2000, but that is a fact about the homes and not about their roofs.
