Gutters in Pinellas, in short
The code requires gutters with downspouts only where eaves project less than 6 inches, and every downspout must discharge at least 1 foot from the wall. Sizing is the real choice. At St. Petersburg's 5-minute rate, a 6-inch half-round gutter at 1/8 inch per foot drains about 1,047 square feet of roof, roughly 40% of what the 100-year hourly basis would allow.

Peninsula rain runs heavier than the Tampa point
The county's default Atlas 14 point, at Tampa, gives a 10-year, 5-minute rate of 9.61 inches an hour and a 10-year, 24-hour depth of 6.24 inches. Every Pinellas place in our data runs higher. The 5-minute rate goes from 9.72 inches an hour at Oldsmar to 10.1 at St. Petersburg, and the 24-hour depth from 6.91 inches at Oldsmar to 7.55 at St. Petersburg.
Older gutters may be sized for less. A SMACNA-style table still reproduced by a gutter maker lists Tampa at 8.3 inches an hour and says it rests on records through 1978, the year after the county's median home was built. A gutter laid out from that table plans for less rain than Atlas 14 now shows.
Sizing
Sizing a gutter for 10 inches an hour
The plumbing code rates gutters by flow. At 1/8 inch of slope per foot, a 5-inch half-round carries 74 gallons a minute and a 6-inch carries 110, about 49% more; a 3-inch round downspout carries 92 and a 4-inch carries 192 (FBC-Plumbing Tables 1106.6 and 1106.3).
To turn flow into roof area, the sizing tables count one gallon a minute per 96.15 square feet of roof under 1 inch of rain an hour, adjusted upward for steeper pitch. At St. Petersburg's 10.1 inches an hour, the 6-inch gutter's 110 gallons a minute covers about 1,047 square feet of plan area (110 × 96.15 ÷ 10.1). At the city's 100-year, 1-hour rate of 4.05 inches an hour, the basis the plumbing code uses for drains, it covers about 2,611. That gap is arithmetic on published numbers, not a code requirement, and it is the reason to size for the burst.
Downspouts and hangers
Downspouts, hangers and fasteners on 587 miles of shore
Downspouts must discharge at least 1 foot from the wall, by underground pipe, extension or splash block; the rule sits in the code's termite-protection section (FBC-R R318.5). Gutters and leaders must be metal or approved plastic with lapped, soldered or caulked joints, held by corrosion-resistant hardware compatible with the gutter (R903.4.2).
Pinellas has 587 miles of coastline. FEMA finds metal corrosion worst within 3,000 feet of the ocean, and one hidden-hanger maker recommends its clip option, aluminum and 16-inch spacing instead of 24 for coastal and storm-prone homes. Clearwater Beach logged a 55-knot gust during Debby in 2024, the sort of uplift that closer hanger spacing is there to resist.

UF/IFAS puts Florida's pollen season from January to June, peaking in March and April, and the heaviest pine-needle fall from September through November. Are 5-inch gutters big enough for rain in St. Petersburg?
Often not for a large roof section. At 1/8 inch per foot, a 5-inch half-round gutter carries 74 gallons a minute and a 6-inch carries 110, about 49% more (FBC-Plumbing Table 1106.6). Atlas 14 gives St. Petersburg a 10-year, 5-minute burst of 10.1 inches an hour, so the 5-inch gutter's flow covers only about 704 square feet of roof at that rate, against roughly 1,047 for the 6-inch. Downspout count and placement change the picture, so size each run to the roof area that drains into it.

Does the code make me put gutters on a Pinellas house?
Only where the eaves are short. Florida's residential code requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or where one roof sits above another (R318.5), and the building code carries the same rule (1503.7). Every downspout, required or not, must discharge at least 1 foot from the wall. With 52.48 inches of rain in a normal year at St. Petersburg, the bigger question for most homes is where the water lands, not whether the code demands a gutter.

Do gutters on Pinellas beach homes need different hangers?
They do better with stronger ones. The code asks for corrosion-resistant fasteners compatible with the gutter material (R903.4.2). For coastal and storm-prone homes, one hidden-hanger maker recommends its clip option, aluminum for salt air, and spacing of 16 inches instead of the standard 24. Since FEMA's coastal guidance puts the worst metal corrosion inside 3,000 feet of the ocean, and Pinellas has 587 miles of coastline and 11 barrier islands, check how far your house sits from salt water before picking hardware.

How often should Pinellas gutters be cleaned?
At least twice a year, in spring and fall, according to a Florida home insurer's guidance, and more often under trees or after storms. In Pinellas, about 62 to 63% of the year's rain falls June through September, so a clear system before June does the most good. FEMA declared disasters for Debby, Helene and Milton here in 2024; after a storm like those, check for torn hangers and leaves packed into the outlets, not just a full trough.
