Where Treasure Island roofs fail in a storm

Hurricane Helene in 2024 caused most Pinellas surge deaths on the barrier islands between St. Pete Beach and Indian Rocks Beach, a stretch that includes Treasure Island. Water is one threat. Wind that tears at the roof covering is the other, and it is what lets rain into the house.

Federal storm assessment teams call roof covering damage from high winds a primary source of water intrusion. Look first at ridge vents. Ceilings came down in FEMA's example house even though the roof had lost nothing more than ridge shingles and ridge vent.

Check flashing next. Leaks follow the places the code requires it: wall and roof meetings, changes of slope, and openings such as vent pipes. Also look at soffits, which have performed poorly in hurricanes. About 93.6 percent of homes here were built before 2000, so many have older soffits and flashing details.

How much of a roof you can patch

The code draws the line between repair and replacement at a quarter of the roof. Once more than 25 percent of a roof or roof section is touched within 12 months, the entire covering must go. A roof already built or repaired to the 2007 Florida Building Code or later escapes that, and only the new work must meet current code.

Treasure Island's median home year is 1970, but a house's build year tells you nothing about its roof, which may have been redone since. Ask your contractor to establish when the roof last changed and under which code edition. With most homes here predating 2000, confirm which side of the line yours falls on.

The code lets the building official approve ordinary minor repairs without a permit, so the permit question is the city's to answer. Treasure Island runs its own Building Division, separate from Pinellas County Building Services. Call them before work starts and describe how much roof the repair touches.

What to do safely after a storm

Stay off the roof. From the ground, look for missing or curled shingles, exposed felt, lifted ridge caps and water stains on ceilings. Photograph each item. Cover an opening with a tarp only if you can reach it safely, and wait out the weather first.

Insurance notice has deadlines: 1 year for a new claim and 18 months for a supplemental one. For island homes hit by surge, as in Helene, take your photos to your insurer or agent and ask them what applies. Under Florida law, a roofing contractor cannot solicit claims or give advice about what your coverage includes.

What is the 25% roof rule in Florida?

It caps patching at 25 percent of a roof or roof section per 12 months, after which the whole covering must be replaced or recovered. Roofs already built or repaired to the 2007 Florida Building Code or later are treated differently. Treasure Island's building division can tell you how the rule applies to your roof, and the city's wind requirement of 147-150 mph still governs the work.

How long do I have to report storm damage to my insurer?

A new claim needs notice within 1 year of the date of loss, and a supplemental claim within 18 months. After Hurricane Helene in 2024, many island owners faced these clocks. Ask your insurer or agent how they apply to your situation, because a roofer cannot advise you on coverage.
