Where roofs fail in Pinellas County storms

Hurricane Hermine in 2016 put the worst street flooding in Pinellas County, with a storm tide of 3.0 feet above the mean high tide line at Clearwater Beach. Hurricane Eta in 2020 pushed Lake Seminole to 4.1 feet above that line. Water that high comes with wind-driven rain, and that rain finds weak spots in a roof.

FEMA field teams found that wind damage to roof covering is a primary source of water intrusion. A missing ridge vent opens a wide gap to the deck below. In their example house, ceilings collapsed even though the only roof damage was missing ridge shingles and vent.

Flashing is the next place to look. Florida's code calls for it where a wall meets a roof, where the slope changes, and around every opening, so a stain near a vent pipe or sidewall points there first. With 95.8 percent of local homes built before 2000, older flashing is common here.

Repair or replace: the 25 percent rule

The code caps patching at one quarter of a roof or roof section across any 12 months. Once your repairs would exceed that, the whole roof or section has to be redone. A roof that was itself built, repaired or replaced to the 2007 Florida Building Code or later is the exception, and that code took effect March 1, 2009.

Your home's age does not tell you your roof's age. With a median build year of 1973 and 95.8 percent of homes built before 2000, many roofs here have likely been replaced since, but you should check your own permit records.

Mobile homes are built to the federal HUD code, so the Florida Building Code's dates do not decide their roof rules. If your home is one of the 30.6 percent, ask the contractor which standard applies to your roof before work starts.
