Where roofs fail in Gulf storms

Tropical systems have passed close to Pinellas County in recent years. Hurricane Hermine in 2016 brought a storm tide of 3.0 ft above MHHW at Clearwater Beach. Hurricane Eta in 2020 put up to a couple of feet of surge between St. Pete Beach and Madeira Beach. Salt-laden wind and rain follow the same paths each time.

FEMA field teams name damaged roof covering as a primary source of water intrusion after high winds. Lost ridge vents are a special risk. FEMA documented ceilings collapsing in a house whose only roof damage was missing ridge shingles and ridge vent.

Leaks also follow the places the code requires flashing: wall and roof intersections, changes of slope, and roof openings. Check those spots first, along with soffits, which FEMA says have historically performed poorly in hurricanes.

Repair or replace: the 25% rule

For a Belleair Shore home, the building code sets a patching cap: 25 percent of a roof or roof section in any 12-month span. Once the damage passes that point, the entire roof section has to be replaced or recovered. This marks the principal legal boundary between a repair and a replacement.

There is one exception. If the roof itself was built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired part must meet current code. No ordinance from a local government can alter that exception. The median home here dates to 1994, which says nothing about any single roof, so ask for the roof's own permit history.

If you carry homeowner's insurance, roof age matters at renewal. Once a roof reaches 15 years, the insurer must allow an inspection by an authorized inspector, paid by you, before it demands replacement.
