Roof repair in Indian Rocks Beach, FL
No mobile homes appear in Indian Rocks Beach housing, so every roof here falls under the Florida Building Code, not the HUD code. That matters after a storm. Your repair is judged by the 25 percent rule, and the permit decision belongs to Pinellas County Building Services.

Storm damage
Where roofs fail on a Gulf barrier island
Indian Rocks Beach sits on Sand Key, with over two miles of Gulf beach, and water covers 55.3% of the city's total area. Wind and wind-driven rain reach roofs from several sides. Hurricane Hermine in 2016 put a storm tide of 3.0 ft above MHHW at Clearwater Beach, and Hurricane Eta in 2020 pushed up to a couple of feet of surge between St. Pete Beach and Madeira Beach.
Federal storm assessments found that roof covering damage from high winds is a primary source of water intrusion. Water got in where coverings were damaged, where ridge vents and soffits were lost, and around windows and doors. Check those spots first, along with missing or cracked tabs, exposed felt and heavy granule loss.
Ridge vents deserve a close look. FEMA notes that losing them can expose large openings in the roof deck, and its example house had ceilings collapse though only ridge shingles and ridge vent were lost. Flashing is the other usual leak path: the code requires it at wall and roof intersections, changes of slope, and roof openings.
Repair or replace
The 25 percent rule is what settles whether you repair the roof or replace it
About 88.1 percent of Indian Rocks Beach homes were built before 2000. The 25 percent rule says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the whole roof or section is replaced or recovered. That is the main legal line between repair and replace in Florida.
One exception exists. If the roof itself was built, repaired or replaced to the 2007 Florida Building Code or a later edition, only the repaired part must meet the current code. A local government cannot amend that exception. The median home here dates to 1981, which says nothing about when any single roof was last redone, so find the date of your roof's last permit.
Age also matters for insurance. When your roof is 15 years or older, your insurer has to accept an inspection by an authorized inspector, and you cover the cost. Age alone cannot be the reason for a refusal or non-renewal if that inspection finds 5 or more years of useful life remaining. Your insurer or agent can tell you how your own policy handles roof age.
Next steps
Permits and safe steps after a storm
Roof permits for Indian Rocks Beach come from Pinellas County Building Services, which also covers Belleair Beach and Belleair Shore. The code lets the building official approve ordinary minor repairs without a permit, so call that office before you assume a small repair is exempt. The city also lists a Neighbor's Guide to Rebuilding under its hurricane resources.
Stay off a damaged roof and keep clear of anything wet near power lines. Photograph the damage from the ground and tarp what you safely can. Claim notice deadlines are strict: a new property claim is barred unless the insurer gets notice within 1 year of the loss.
Questions
Roof repair in Indian Rocks Beach: questions
What is the 25% roof rule in Florida?
The Florida Building Code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the whole roof or section is replaced or recovered. A roof built, repaired or replaced to the 2007 Florida Building Code or later only needs the repaired portion brought up to current code. In Indian Rocks Beach, Pinellas County Building Services handles the permit.

Do I need a permit to repair my roof in Indian Rocks Beach?
Usually yes, but the building official decides. The code requires a permit to repair a building and allows ordinary minor repairs with the official's approval and no permit. Indian Rocks Beach permits and inspections come from Pinellas County Building Services, so confirm with that office before work starts.

Can my insurer drop me because my roof is old?
Not on age alone, within limits. Once a roof reaches 15 years or older, Florida law allows you to hire an authorized inspector to check it, at your own expense. Where the inspection finds 5 or more years of useful life left, the insurer may not refuse coverage or non-renew based solely on age. Your insurer or agent can explain which of these rules apply to your policy.

Where do roofs leak most after a Gulf storm?
Look at ridge vents, soffits, flashing and lost shingles. FEMA assessments found lost ridge vents expose large openings in the roof deck, and soffits have historically performed poorly in hurricanes. The code requires flashing at wall intersections, slope changes and roof openings. Hurricane Hermine in 2016 brought a storm tide of 3.0 ft above MHHW to Clearwater Beach, so wind-driven rain reaches this coast.
