Commercial roofing in Pinellas County, FL

Commercial roofing in Pinellas County spans both ends: condo boards working to Florida's reserve-study law, and owners of shops, offices and warehouses working to the code's drainage and wind rules.

Commercial roofs in Pinellas, in short
Condo associations must have a structural integrity reserve study at least every 10 years for each building three habitable stories or taller, and the roof is the first item (Fla. Stat. 718.112(2)(g)). New low-slope roofs need a minimum slope of 1/4 inch per foot, and the code defines positive drainage as water gone within 48 hours of rain. Pinellas is outside the HVHZ, so roofing products need Florida statewide approval.
Condos
Condo towers and the reserve study's first line
Florida's condo law requires a structural integrity reserve study at least every 10 years for each building three or more habitable stories tall, and the roof leads the list of items it covers. The study rests on a visual inspection and estimates each item's remaining useful life, the figure a board budgets against.
In Pinellas, 30.1% of the 520,107 housing units counted by the Census Bureau's latest five-year survey sit in buildings with five or more units, condos and apartments, and some of those condo buildings are tall enough to fall under that rule.
Drainage
Ponding, scuppers and 20-inch storms on flat roofs
Florida's code defines positive drainage as a roof that drains within 48 hours of rain, and sets a minimum slope of 1/4 inch per foot for new built-up, modified bitumen, single-ply and liquid-applied systems. Where a parapet could trap water if the main drains back up, the code requires secondary drains or scuppers (§1503.4.1).
Building storm drains are sized on the 100-year hourly rainfall rate (FBC-Plumbing 1106.1). At Tampa, the nearest NOAA Atlas 14 point in our county data, that rate is 3.96 inches an hour. Storm totals here have run far past any one hour: 22.36 inches near Tarpon Springs in Hermine and 20.40 near St. Petersburg in Milton.
Ponding has a paperwork cost too. Roof warranties typically require positive drainage or exclude damage from its absence, and the National Roofing Contractors Association's test is no standing water 48 hours after rain in drying weather.
Recover or replace
Coating, recover or tear-off: six questions in order
- How many roofs are already on the deck? Two or more means a full tear-off.
- Where is it wet? Infrared and other moisture surveys need core cuts to confirm, and a water-soaked roof cannot serve as a recover base.
- Does it drain within 48 hours, and is any coating rated for the ponding that remains?
- How much is being redone, and when was the roof built? The 25% rule and the 2007-code exception apply to commercial roofs as well.
- Is the coating marketed to stop leaks or add years to the roof? Florida law then counts it as roofing work (Fla. Stat. 489.105).
- What is the product approval number for the system?
Wind
Edge metal, rooftop units and Gulf-coast gusts
On built-up, modified bitumen and single-ply roofs, Florida requires metal edge systems designed for Chapter 16 wind loads and tested to ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504.5). Debby's 2024 gusts of 61 knots at the Skyway Fishing Pier and 55 knots at Clearwater Beach are the load those edges are built for.
Rooftop A/C units get a narrow rule: a local government may not require existing rooftop equipment to meet the current code except during reroofing, when the equipment is being replaced or moved and is out of compliance (FBC-B 102.8). Pinellas sits outside the High-Velocity Hurricane Zone, so roofing products need Florida statewide product approval (Fla. Stat. 553.842(5)) rather than that zone's separate rules.

How often must a Pinellas condo association study its roof?

Which building code applies to a commercial re-roof in Pinellas County?
The 2023 Florida Building Code, Eighth Edition, in effect since December 31, 2023, for applications filed today. Applications submitted on or after December 31, 2026 must meet the Ninth Edition. Pinellas is not in the High-Velocity Hurricane Zone, so commercial roofs follow the code's standard Chapter 15 rules and Florida product approval. The permit comes from the city where the building sits, such as St. Petersburg, Clearwater or Largo, or from Pinellas County Building Services for unincorporated land and the six towns that contract with it.

Is standing water on a Pinellas flat roof a problem?
If it lingers, yes. The code defines positive drainage as a roof that drains within 48 hours of rain, and roof warranties typically require that drainage or exclude damage when it is missing. In a county where a normal year brings 52.48 inches of rain at St. Petersburg, most of it from June through September, a roof that ponds after every storm stays wet for much of the summer. Overflow drains or scuppers are required where a parapet could trap water, and a coating sold for ponding areas should be rated for it.

Does a Pinellas re-roof force an upgrade of the rooftop A/C?
Not by itself. Florida's code says a local government may not require existing rooftop mechanical equipment to meet the current code except during reroofing when that equipment is being replaced or moved and is not in compliance (FBC-B 102.8). Units already fastened to code on rated stands or curbs count as meeting the wind rules of the 2007 code. That holds whether the permit comes from Pinellas County Building Services or from a city such as Clearwater; ask the office how it wants existing units shown on a commercial re-roof permit.
