Where Safety Harbor roofs fail in a storm
Safety Harbor sits on the west shore of Tampa Bay, and Pinellas County has felt Hermine, Irma and Eta in recent years. Hermine put its worst street flooding here. Water that gets under a roof usually enters at a damaged covering, not through the middle of a sound field of shingles.
Ridge vents are a common weak point. In one house FEMA documented, the ceilings came down even though the only roof damage was missing ridge shingles and ridge vent. Flashing is the other repeat offender. Leaks follow wall intersections, changes of slope and roof openings, the places the code requires flashing.
Many of these roofs are likely older. By our arithmetic, 90.2 percent of homes built before 2000 leaves under 10 percent newer, and the median home was built in 1984. That suggests many original roofs have already been replaced once or are due. Check vents, flashing and soffits first.
Florida code
Repair or replace: the 25 percent rule
Under the building code, you can patch no more than 25 percent of a roof or roof section within any 12-month period. If the repairs go past that limit, you have to replace or recover the whole roof section. That line separates repair from replacement in Florida.
One exception matters for your home. When the roof was built, repaired or replaced under the 2007 Florida Building Code or later, current code applies only to the part you repair. A town cannot change that exception by ordinance. The home's build year does not tell you which code your roof was built under.
If your home is a mobile home, ask what standard applies to its roof before you assume the Florida Building Code does. With 10.1 percent of Safety Harbor housing in that category, it is a real question.

How long do I have to file a roof claim after a storm?
Florida bars a new or reopened property claim unless notice reaches your insurer within 1 year of the date of loss. A supplemental claim has 18 months.
