Storm failure points
Where roofs fail in a Gulf storm
FEMA's field teams found wind damage to roof coverings was a primary source of water intrusion. Water got in at damaged shingles, lost ridge vents and soffits. On a narrow barrier island, wind-driven rain pushes into every one of those openings.
Ridge vents deserve a close look. FEMA recorded a house where ceilings collapsed although the only roof damage was lost ridge shingles and ridge vent. If you see missing ridge cap after a storm, treat it as an open hole in the deck.
Leaks also follow flashing. Wall and roof junctions, slope changes, and openings like vent pipes are all places where the code calls for it. In this town, 83.2 percent of homes were built before 2000, so many of these flashings are likely old.
In 2020, Hurricane Eta pushed as much as a couple of feet of surge across the stretch between St. Pete Beach and Madeira Beach. Tropical Storm Elsa in 2021 brought downed trees to the Tampa Bay area. Falling limbs crack tiles and tear shingle tabs.
25% rule
Repair or replace: the 25% rule
No more than 25 percent of a roof or roof section may be patched in any 12-month period under Florida rules. Once repairs exceed that limit, the entire roof or section has to be replaced or recovered. Your existing roof could be exempt if it was built, repaired or replaced to the 2007 Florida Building Code or later.
The median home here was built in 1978, but that says nothing about when your roof went on. Look through your permit records to see when roof work was last done. Roof age also affects insurance: an insurer must let you have an inspection at your own expense for a roof 15 years or older.
SAFEbuilt is contracted by the town to issue building permits and run inspections. Whether a small repair needs a permit is the building official's call, so confirm with the building office before work begins.
After the storm
What to do safely after a storm
- Wait until the wind and lightning have passed before you go up on the roof.
- Photograph damage from the ground, including soffits and ridge.
- Look in the attic for wet insulation, stains or daylight.
- Cover openings only as far as you safely can, then call a roofer.
For anything about your policy or a claim, speak with your insurer or agent. A roofing contractor may not advise on coverage or offer anything of value for an inspection under Florida Statute 489.147. Your insurer must receive a new property claim within 1 year of the loss.
Questions
Roof repair in North Redington Beach: questions
What is the 25% roof rule in Florida?
The rule caps repairs at 25 percent of a roof or roof section in any 12-month period. Go past it and the whole roof or section must be replaced or recovered. Where a roof was built, repaired or replaced to the 2007 Florida Building Code or later, the exception requires only the repaired portion to meet current code. Ask SAFEbuilt, the town's contracted permit office, how it applies to your roof.

Do I need a permit to repair my roof in North Redington Beach?
Yes, a permit is generally required to alter or repair a building, though the building official may allow ordinary minor repairs without one. In this town, SAFEbuilt is contracted to issue permits and conduct inspections. Many roofs here are on older homes, since the median year homes were built in North Redington Beach is 1978, so repairs often involve aging materials that are more likely to trigger permit review. Confirm with the building office whether your repair counts as minor before any work starts.

Can my insurer drop me because my roof is old?
When your roof is 15 years or older, the insurer must allow an authorized inspector to examine it, with the cost falling on you. If that inspection shows 5 or more years of useful life remaining, age alone is not grounds for the insurer to refuse or non-renew. About 62 percent of occupied homes here are owner-occupied, so many owners face this question. For questions about your policy, ask your insurer or agent.

Which parts of a roof leak first in a hurricane?
Flashing, ridge vents and soffits are common failure points. FEMA found lost ridge vent can expose large openings in the roof deck. Soffits have historically performed poorly in hurricanes. Hurricane season runs June 1 to November 30, with the peak on September 10, so check these areas before then.
