Pinellas County has taken real rain in recent storms. Hurricane Hermine in 2016 dropped 22.36 inches near Tarpon Springs, and flooding was worst in this county. Heavy rain finds the weak spots first: flashing, vents, valleys and the ridge.
Leaks follow the places where the code requires flashing. Those are wall-to-roof joints, changes of slope and every opening in the roof. Pipe boots and chimney edges belong on that list, and they wear out before the shingles do.
The ridge matters more than most owners expect. FEMA found that losing ridge vents can expose large openings in the roof deck, and one example house had ceilings collapse though only ridge shingles and the vent were gone. Soffits have also performed poorly in hurricanes.

The median home here was built in 1990, and 86.9 percent were built before 2000. That suggests many original roofs, or their first replacements, are now well past 25 years. A repair on a worn roof may only move the next leak somewhere else.
In Florida, the legal threshold for a full replacement sits at 25 percent of the roof. The code does not allow more than 25 percent of a roof or roof section to be repaired, replaced or recovered in 12 months unless the whole roof or section is redone. The exception is a roof built or replaced to the 2007 Florida Building Code or later. In that case, just the fixed portion has to comply with the current code.
Ask which side of that line your roof sits on before you accept a patch. A 1990 roof that has never been replaced does not get the exception.
Permits for roof work in East Lake come from Pinellas County Building Services. Plan review is not required for reroofs, and whether a small repair needs a permit is the building official's call. Confirm with that office first.

Keep your feet on the ground until the gusts and downpours end and the shingles have fully dried. Look from the ground for missing tabs, exposed felt, curled shingles and a sagging ridge. Then check the attic for daylight and wet insulation.
Storm season lasts from June 1 through November 30, and it tends to hit its worst around September 10. Photograph damage before anything is moved. It depends on the building official. Florida code requires a permit to repair a building, but ordinary minor repairs may be made with the building official's approval and no permit. What is the 25% rule for a roof repair?
The Florida Building Code limits repairs, replacement or recovering to 25 percent of a roof or roof section in any 12-month period. Beyond that point, the entire roof or the affected section has to be replaced. When the roof was constructed or re-roofed under the 2007 Florida Building Code or a newer edition, only the repaired area needs to meet today's standards. Many East Lake homes date to a median build year of 1990, so check your roof's history.

Why do ridge vents and flashing leak first in a storm?
Both sit at openings or joints where wind-driven rain gets under the covering. FEMA notes that losing ridge vents can expose large openings in the roof deck. Code also requires flashing at wall-to-roof joints, slope changes and roof openings, and those seams age. Hurricane Hermine put 22.36 inches of rain on Tarpon Springs in 2016, which tests every one of them.

How long do I have to report storm damage to my insurer?
You cannot open or reopen a property claim unless the insurer receives notice within one year from the loss date. A supplemental claim has 18 months. Homes in this area were typically built around 1990, so older roofs may already be near the end of their service life, which can make storm damage harder to separate from wear. Ask your insurer or agent to explain exactly what your policy includes. A roofing contractor in Florida may not advise on coverage or solicit your claim.
