Where island roofs fail in a storm
St. Pete Beach sits on the barrier island of Long Key, and water covers 69.5 percent of the city's total area. Storms arrive from the Gulf and the bay with little shelter between. Of the homes here, 93.6 percent were built before 2000, so many roofs are likely older and carry older details at their edges.
Leaks usually start where the code requires flashing: wall and roof intersections, changes of slope, and roof openings such as vent pipes and chimneys. Ridge vents are another weak point. FEMA found that losing a ridge vent can open a large hole in the roof deck, and ceilings collapsed in one example house whose only roof damage was lost ridge shingles and vent.
Soffits have performed poorly in hurricanes, and when they fail the result is often significant water intrusion. After a storm, look for missing or cracked tabs, curling, exposed felt, bare asphalt and stains on ceilings. Insurers' inspectors check for the same signs, along with soft spots in the decking.
The 25% rule
Repair or replace under the 25% rule
Under the Florida Building Code, patching can touch no more than 25 percent of a roof or roof section within any 12-month period. Beyond that threshold, you have to replace or recover the entire roof or section. Of all the legal rules involved, this one most clearly separates repair from replacement. A roof built, repaired or replaced to the 2007 Florida Building Code or a later edition is treated differently, because only the portion being repaired has to meet current code.
St. Pete Beach also posts a 2026 Substantial Improvement and Substantial Damage packet, called the 50% Rule, for permit applicants. Ask the building office whether your storm repair falls under it. Whether a small repair needs a permit at all is the local building official's call.

What to do safely after a storm
Stay off a wet or damaged roof. Photograph ceiling stains and any roofing on the ground from the yard. Hurricane season runs June 1 to November 30, with the peak on September 10, so a temporary cover may need to hold through more weather.
Insurance claim notice must reach your insurer within 1 year of the date of loss. A roofing contractor may not advise you on coverage or solicit a claim under Florida Statute 489.147. Call your insurer or agent for those questions. In Pinellas County, 9 of the 12 Helene surge drowning victims were on the barrier islands from St. Pete Beach to Indian Rocks Beach, so leave when told to leave.

What is the 25% rule for roofing?
Unless the whole roof or section is replaced or recovered, the Florida Building Code allows repair, replacement or recovery of at most 25 percent of it in any 12-month period. The exception is a roof already built or repaired to the 2007 Florida Building Code or later, where only the repaired part must meet current code. In St. Pete Beach, the city also posts a 2026 50% Rule packet for permit applicants, so ask the building office which applies.

Do roofers need a contractor license in St. Pete Beach?

Does a small roof repair in St. Pete Beach need a permit?
Not always. The code says ordinary minor repairs may be made with the building official's approval and without a permit, so the local building official decides. With 74.8 percent of homes owner-occupied here, many repairs are done by owners and their roofers.
