Where Dunedin roofs fail in a storm

Water covers 54.6 percent of Dunedin's total area, so wind arrives with little to slow it. FEMA's field teams name damaged roof covering as a primary source of water intrusion. The same teams found water entering where ridge vents and soffits were lost.

Ridge vents deserve a look first. FEMA documented a house whose ceilings collapsed though its only roof damage was lost ridge shingles and ridge vent. After a blow, check the ridge line, vent pipes, valleys and wall intersections, because the code requires flashing at each of those spots.

Flooding is a separate danger. Hurricane Helene in 2024 drowned 12 people in surge in Pinellas County, one of them in Dunedin. Hurricane Hermine in 2016 put a 3.0 ft storm tide at Clearwater Beach.

Repair versus replace

Repair or replace: the 25 percent rule

Under Florida's code, patching may cover no more than 25 percent of a roof or roof section within any 12-month period. Once repairs exceed that share, the entire roof section has to be redone. The exception covers a roof that itself was built, repaired or replaced to the 2007 Florida Building Code or later, where only the repaired part must meet current code.

Dunedin's housing is mostly older: 88 percent of homes predate 2000, and 11 percent of housing units are mobile homes. Many roofs here are likely older than the 2007 code, which suggests the 25 percent line will matter on many repairs. Mobile homes follow the HUD code, so confirm their rules with the building office.

The local building official decides whether a small repair requires a permit. Pinellas County lists the city's building office, but its page could not be confirmed, so call the City of Dunedin building department before work starts.

  • Stay off the roof and look from the ground for missing tabs, exposed felt and lifted ridge cap.
  • Check the attic and ceilings for visible leaks and soft spots.
  • Tarp or dry-in only what stops water, and photograph the damage first.
  • Report any claim to your insurer or agent, who can tell you what your policy covers.

State law bars roofers from soliciting roof claims or advising on coverage. A new property claim must reach your insurer within 1 year of the date of loss.

What is the 25% roof rule in Florida?

No more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the entire roof section is redone. An exception applies when the roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition. When that applies, only the part of the roof being repaired has to meet current code. In Dunedin, 88 percent of homes predate 2000, but that describes the houses and not the roofs, so check your own roof's history. The 2007 exception applies only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.

Does a small roof repair in Dunedin need a permit?

Under the code, ordinary minor repairs can proceed without a permit when the building official approves them. That makes it the local official's decision, not the roofer's. Pinellas County lists the City of Dunedin building office for roof permits, though that page could not be confirmed. Call the city before work, because Pinellas permitting is split across many offices.

What roof damage shows up first after a Gulf storm?

Look at the ridge, vents, flashing and soffits. FEMA's teams found lost ridge vents and soffits let water into attics and walls. Missing or cracked tabs, exposed felt and ceiling leaks are signs to have the roof checked. Hurricane season runs June 1 to November 30, peaking September 10.
