The city sits on a peninsula in Boca Ciega Bay, with Pasadena Isle, Deadman's Key and Sun Island attached. That exposure to open water means wind arrives with rain behind it. FEMA field teams found that damaged roof covering is a primary source of water getting into homes in high wind.
Ridge vents deserve a close look. FEMA describes a house where ceilings collapsed although the only roof damage was lost ridge shingles and ridge vent. Leaks also follow the places where flashing is required: wall and roof joints, changes of slope, and openings such as vent pipes and chimneys.
Age matters too. About 97.3 percent of homes here were built before 2000, and the median build year is 1978. That suggests many original roof coverings have been replaced at least once, and some have not. Eight percent of housing units are mobile homes, which follow the HUD code, not the Florida Building Code.

How the 25 percent rule applies when you are choosing between repairing and replacing your roof
Florida's code sets a ceiling on patching: one quarter of a roof or roof section, counted over any 12 months. Pass it and the whole section must be redone. Different treatment applies when the roof itself was built, repaired or replaced under the 2007 Florida Building Code or a later edition. Its new work alone has to meet today's code, and no city can amend that.
A repair means reconstruction or renewal of part of an existing roof for maintenance. A replacement removes the old covering, fixes any damaged deck and installs a new one. A recover puts new covering over old, and the code bars that where the old roof is water soaked or already has two layers.
With about 4,998 housing units in a dense city of apartment buildings, roof sections vary a lot. Confirm with the City of South Pasadena Community Improvement Department whether your repair needs a permit. The code lets the building official decide on minor repairs.

Stay off a wet or damaged roof. Start at ground level and scan for sagging, exposed felt, granule loss, and tabs that are cracked or missing. Indoors, look over the attic and the ceilings for any stains. Take dated photos before anyone moves anything.
