Where Oldsmar roofs leak after a storm
Tampa Bay storms have sent real water into Pinellas County. Hurricane Hermine in 2016 dropped heavy rain, and street flooding was worst here in Pinellas. Wind damage is the usual cause of leaks. FEMA field teams have found that damaged roof covering is a primary source of water getting inside.
Ridge vents deserve a look first. FEMA found a house with collapsed ceilings where the only roof damage was lost ridge shingles and ridge vent. Soffits also fail in high wind. After the 2007 Florida Building Code took effect, soffits were required to resist the same wind loads that walls do.
Flashing is the other weak point. Leaks follow the spots where code requires it: wall and roof meetings, changes of slope, and pipe or vent openings. Your homes likely have many of these spots, since 78.8 percent of Oldsmar homes were built before 2000.

When to repair and when to replace under Oldsmar's 25% rule
Under Florida code, patching cannot exceed 25 percent of a roof or roof section within any 12-month period. When repair work passes that limit, you have to replace the whole roof or the whole affected section. That line separates repair from replacement.
There is an exception. Where the roof was itself built, repaired or replaced to the 2007 Florida Building Code or a later edition, current code applies only to the repaired portion. Local governments cannot change this exception by ordinance. A median build year of 1988 describes the homes, not the roofs, so ask what work your roof has had.

What does Florida law say about a 15-year-old roof and insurance?
For a roof that is 15 years old or older, Florida law requires the insurer to let you have an authorized inspector check it at your own expense before it can require replacement. Under Fla. Stat. 627.7011(5)(c), the insurer may not refuse or non-renew a homeowner's policy solely because of roof age if that inspection shows 5 or more years of useful life remaining. Turning down a policy solely on the grounds that the roof is under 15 years old is also something an insurer may not do.
