Repair versus replace
How the 25 percent rule affects your choice between fixing and replacing a roof
Under Florida's building code, repairs may touch no more than 25 percent of a roof or roof section within any 12-month period. When the repair work goes past that limit, you have to replace or recover the entire roof section. Only a roof that itself was redone under the 2007 Florida Building Code or later escapes this, and then just the repaired part must meet current code.
With a 1963 median build year, an original-era roof is unlikely to qualify for that exception, though each roof must be judged on its own history. Ask any contractor what year the roof was last redone and how much of it a repair touches.
Repair means renewing part of a roof to maintain it. When a roof is replaced, the old covering comes off, any damaged deck gets fixed and new covering goes on. Rooftop equipment already in place generally need not be upgraded unless it is replaced or moved during reroofing.

Gulfport has its own Community Development office for building permits. Florida code lets the local building official decide whether an ordinary minor repair needs a permit, so ask that office before work starts. Pinellas County Building Services does not issue permits here.
