Where Orange County roofs give way in a storm

FEMA's assessment of Hurricane Ian, as summarized by the International Code Council, found damage to hips and ridges more often than any other kind, on newer and older roofs alike. The same report counted visible damage on 90 percent of asphalt shingle roofs older than seven years, though Florida's roofing association argues that installation and code era explain part of that.

Orange County's storm reports add trees: falling branches and trees did most of the home damage here during Hurricane Matthew in 2016.

  • Hips and ridges: the capped seams along each peak, at the top of FEMA's Ian damage list.
  • Ridge vents: when one blows away, rain pours straight through the slot it was covering.
  • Shingle corners: University of Florida researchers found shingles tend to come partly unsealed after about four years, most at exposed corners.
  • Soffits: they have a poor hurricane record, and wind-driven rain gets into the attic where they fail.
  • Flashing: wall joints, slope changes and pipe or vent openings, the spots where the code requires flashing and where leaks tend to start.

Two deaths in two storms: stay off the roof

NWS storm reports for Orange County list two cleanup deaths from falls. After Hurricane Ian in 2022, a 75-year-old man died after falling from a ladder while clearing storm debris from his roof. After Hurricane Milton in 2024, a 67-year-old man died after falling off his roof while cleaning up storm debris.

Wet shingles, loose debris and a weakened deck make a roof the wrong place to be after a storm. Look from the yard, take photos, set a bucket under any drip and call a roofer to go up.

Repair permits in Orange County

Florida's building code requires a permit to repair a building but lets ordinary minor repairs go ahead without one when the building official approves. In unincorporated Orange County, the official is at the Division of Building Safety, where applications go through Fast Track. In Orlando, Winter Park, Apopka, Ocoee, Winter Garden and Maitland, the city decides.

Can a handyman fix my roof in Orange County?

Only very small jobs. Florida exempts work of a casual, minor or inconsequential nature below a set contract price from contractor licensing, but not when a larger job is split up to fit under the limit, and not for anyone who advertises as a contractor. Beyond that, roofing for pay is a roofing contractor's scope under Fla. Stat. 489.105, which includes deck attachment and replacing damaged sheathing or fascia. Whether the job needs a permit is a separate question for your permit office, which in unincorporated areas is the Orange County Division of Building Safety.

What is the 25% roof rule, and how does it affect a repair in Orange County?

It limits patching. In any 12 months, no more than a quarter of a roof or roof section may be repaired, replaced or recovered before the code requires the whole section to be redone. A roof built or replaced under the 2007 Florida Building Code or later is exempt from that trigger; only the repaired part must meet current code. The median Orange County home was built in 1994, but that says nothing about any one roof. A roof falls under the exception only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or a later edition, and the 2007 code took effect March 1, 2009. The rule is about construction, not about what an insurer pays.

Why does my roof only leak in Orange County's summer storms?

Summer is when most of the rain comes, and it comes hard. Orlando International averages 23.20 inches in June, July and August, and NOAA's Atlas 14 rates the 5-minute burst of a 10-year storm at Orlando at 8.71 inches an hour. Wind pushes that water sideways into gaps a gentle rain never reaches: lifted shingle corners, worn flashing at walls and pipes, and loose ridge vents. Note when the drip starts and which way the storm blew in; it helps a roofer trace the entry point.

Should I worry about the oak tree over my Orange County roof?

Keep an eye on it. In Orange County's storm record, falling branches and trees caused most of the home damage from Hurricane Matthew in 2016, and Hurricane Nicole's 55 to 65 mph gusts brought down more trees in 2022. Overhanging limbs also fill valleys and gutters with leaves, and a Florida home insurer warns that clogged gutters can lead to water and roof damage. Have a tree service cut limbs back from the roof before hurricane season, which runs June 1 to November 30.
