Where Windermere roofs fail in a storm

Across Orange County in 2024, Hurricane Milton delivered 4 to 8 inches of rain along with gusts of 55 to 75 mph, and some spots saw 87 mph. Fire crews counted 188 structures affected, 32 of them with major damage. Wind finds the weak edges first.

FEMA field teams found that wind damage to roof covering was a primary source of water intrusion. The worst case is a lost ridge vent. FEMA's example house had ceilings collapse though the only roof damage was missing ridge shingles and ridge vent. Check your ridge line first.

  • Flashing at wall and roof joins, chimneys, vent pipes and changes of slope, where leaks tend to start.
  • Soffits, which failed often in past hurricanes until the 2007 code required wall-level wind resistance.
  • Look for shingle tabs that are cracked, curled or gone, felt showing through, and decking that feels soft underfoot.

Repair versus replace

Repair or replace under the 25% rule

Under the state building code, patching is limited to 25 percent of one roof section within any 12 months. Go past that on a Windermere house and the entire roof section must be replaced or recovered. Legally, this is the main dividing line between a repair and a replacement.

There is an exception. Where your roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, only the portion being repaired has to meet current code. A local government cannot amend that exception. The median Windermere home was built in 1989, which says nothing about when your roof was last done, so look at your own roof's paperwork.

Roof permits here go through the Town of Windermere Building Department, with permitting and inspections provided by PDCS, LLC. A small repair may pass as ordinary minor work without a permit, but the building official decides. Check with the building office before any work begins.

Stay off the roof. After Hurricane Milton, a man in this county fell off his roof while cleaning debris, and after Ian another man died falling from a ladder. Take your damage photos from the ground, and cover any openings only from the inside.

If you have an insurance claim, your insurer or agent is the one to ask about coverage. Florida law bars roofing contractors from advising on it, and notice of a new claim must reach the insurer within 1 year of the loss date.

What is the 25% roof rule in Florida?

Under the Florida Building Code, no more than 25 percent of a roof or roof section can be repaired, replaced or recovered in 12 months unless the whole roof section is replaced or recovered. The exception covers a roof only when it was built, repaired or replaced in compliance with the 2007 Florida Building Code or a later edition, and that 2007 code became effective on March 1, 2009. In Windermere, permits run through the Town of Windermere Building Department, with services by PDCS, LLC, so confirm your case there.

Do I need a permit for a roof repair in Windermere?

The code requires a permit to alter or repair a building, but ordinary minor repairs may be made with the building official's approval and no permit. It may not refuse or non-renew a policy solely for age if that inspection shows 5 or more years of useful life left.
