Milton brought gusts of 55 to 75 mph, locally 87 mph, to Orange County. NWS Melbourne counted 188 structures affected, 32 with major damage. Wind finds the weak edge of a roof first. Shingle loss usually begins at the ridge, the eaves and the corners.

Leaks follow flashing. The code requires it at wall and roof intersections, at changes of slope, and around every roof opening. Chimney, vent-pipe and sidewall flashing must follow the shingle maker's instructions. When one of those joints lifts or cracks, water gets under the covering even though the field shingles look fine.

Ridge vents deserve a look after any hard wind. According to FEMA, a ridge vent that gets torn away can leave big openings in the roof deck. In its example house, ceilings collapsed although the only roof damage was lost ridge shingles and ridge vent. Soffits also fail in wind and let water into the attic.

When to repair and when to replace under the 25 percent rule

Florida's building code caps patching at 25 percent of a roof or roof section within any 12-month period. When repairs go past that cap, the whole roof section must be replaced or recovered. The main exception covers a roof that was itself built, repaired or replaced to the 2007 Florida Building Code or later. Where that applies, current code governs only the section being repaired.

University's median home was built in 1994, and 14.3 percent of homes predate 1980, against 26.1 percent countywide. That suggests fewer very old roofs here than in the rest of the county, though a 1994 build year tells you nothing about when a roof was last replaced. Check the permit record for yours.

Stay off the roof. After Milton, a man fell off his roof while cleaning debris, and Ian produced a similar ladder death. Check from the ground and from the attic for stained decking or daylight through boards. Photograph anything you see.

What is the 25% roof rule in Florida?

What is the 15 year roof rule in Florida?

Fla. Stat. 627.7011(5) is the source of the 15 year roof rule. A roof that has reached 15 years of age or more must be open to examination by an authorized inspector if your insurer asks, and you pay for that inspection. If that inspection shows 5 or more years of useful life remaining, the insurer cannot deny or non-renew coverage on age alone. This matters in an area where the median year homes were built is 1994, since many roofs there are already near or past that 15 year mark. Does a roof repair in University need a permit?

Ordinary minor repairs may be made without a permit if the building official approves. That leaves the final decision with the local building official.
