Roof repair in Conway, FL
Water covers 4.8 percent of Conway's total area, so rain-driven leaks and low-lying flooding are part of how this place gets hit. Roof repair here usually means finding where wind and rain got past the roof covering.

Storm damage
Where Conway roofs fail in storms
Milton's rain in Orange County ran 4 to 8 inches, locally 10, with street and low-lying flooding. The National Weather Service tallied 32 structures with major damage and 79 with minor damage. Irma's peak gust at Orlando International was 69 kt. In both storms, wind and rain went after the same weak spots.
Ridge vents are one of those spots. Federal assessment teams found that a lost ridge vent exposes big openings in the roof deck. In their example house, ceilings collapsed although only ridge shingles and the vent were gone. Walk the ridge line from the ground with binoculars after any blow.
- Flashing where walls meet roofs, where slopes change, and around roof openings, which is where the code requires it.
- Soffits, which have performed poorly in hurricanes. The 2007 code began requiring them to resist the same wind loads as walls.
- Cracked, loose or missing tabs, plus soft decking that gives under light pressure.
About 60.1 percent of Conway's housing units were built before 1980, against 26.1 percent countywide. Only 0.5 percent date from 2010 or later. Homes of that age predate the 2007 code, so many roofs may carry older flashing and vent details. That is an inference, not a measured fact.
Repair versus replace
Repair or replace: the 25 percent line
Florida's building code caps patching at 25 percent of a roof or roof section across 12 months. Redo more than that and the entire section must be replaced or recovered. One exception exists: a roof that itself was built, repaired or replaced under the 2007 code or later.
Conway's median build year is 1975, so nobody should assume that exception applies to your roof. Ask your roofer to show you the basis for it. Where it holds, only the repaired part must meet current code, and no local ordinance can change that.
The code lets the building official approve ordinary minor repairs without a permit, so small jobs are decided locally. Roof permits for Conway come from the Orange County Division of Building Safety, because the community has no city government of its own. Confirm with that office before work starts.
After the storm
What to do safely after a storm
Stay off the roof. Florida recorded one death after Ian and another after Milton, each a fall while clearing storm debris. Photograph damage from the ground. Tarp an opening only if you can reach it safely.
Claim deadlines are firm: notice must reach your insurer within 1 year of the loss date, or 18 months for a supplemental claim. Your insurer or agent can tell you what your policy really covers, so put that question to them. Florida law also bars roofers from offering anything of value for an inspection or claim.
Questions
Roof repair in Conway: questions
What is the 25% roof rule in Florida?
Within any 12-month period, the code caps repairs at 25 percent of a roof or roof section. Beyond that, the whole section must be replaced or recovered to current code. The exception applies to any roof that was built, repaired or replaced to the 2007 Florida Building Code or a later edition. With 60.1 percent of Conway homes built before 1980, ask for proof before assuming the 2007 exception applies, because a roof falls under it only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009, no matter when the home itself was built. Your building office can confirm how it reads for your address.

What is the 15 year roof rule in Florida?
This comes from insurance rules rather than from the building code. If your roof is 15 years or older, your insurer must allow an authorized inspector to check it, and you pay for that inspection. Age alone is not grounds for an insurer to refuse or non-renew when the inspection finds 5 or more years of useful life remaining. With a median home build year of 1975 in Conway, many owners may meet the age line. Your insurer or agent can explain how it applies.

Do I need a permit for a roof repair in Conway?
Permits here come from the Orange County Division of Building Safety, since Conway is an unincorporated community. The code allows ordinary minor repairs without a permit if the building official approves, so the county decides for small jobs. Call that office before work begins, especially if the repair nears 25 percent of the roof section.

Can a handyman do roof repairs in Florida?
Florida law defines roofing contractor work as all kinds of roofing, waterproofing and coating, including roof-deck attachments and repair of wood sheathing or fascia during roof repair. Check a contractor's license through the state before signing. Conway's 86.4 percent owner-occupied share means most repairs are paid by the homeowner directly, so confirm the license first.
