About 63.5% of Eatonville's housing units were built before 1980, against 26.1% countywide. That suggests many roofs here have been repaired or replaced several times, and older flashing and vents are common weak points.

Hurricane Milton brought gusts of 55-75 mph, locally 87 mph, and 4-8 inches of rain to Orange County. Water usually enters where the covering is damaged, at lost ridge vents and soffits, and at wall and roof joints.

Whether you repair or replace comes down to the 25% rule

The Florida Building Code caps repair, replacement or recovery at 25% of a roof or roof section in any 12-month period. When repairs go past that limit, the entire roof or section has to be redone, except where the roof was built, repaired or replaced to the 2007 Florida Building Code or later.

In that exception case, only the repaired portion must meet current code. A local government cannot amend that exception. Many Eatonville homes date from around 1970, so confirm what your roof's history actually is before planning a patch.

The building official decides whether a minor repair needs a permit. Eatonville's Planning, Zoning, and Building Department handles roof permits. The Historic Preservation Board also design-reviews proposed improvements to private property, so ask the town whether your address is affected.

Stay off the roof. After Hurricane Ian, one man died falling from a ladder while clearing debris, and after Milton another fell off his roof cleaning storm debris. Photograph the damage from the ground and cover openings only if you can do it from a safe position.

The season for hurricanes lasts from June 1 through November 30, and activity tends to peak near September 10. Orange County also saw downed live power lines after Nicole, so keep clear of any wire near a damaged roof.

An inspection that finds 5 or more years of useful life remaining bars the insurer from refusing coverage or non-renewing solely because of the roof's age.
