Orange County is not in the HVHZ, so commercial roofs follow Chapter 15 of the Florida Building Code, with wind loads from Chapter 16. New low-slope roofs need at least a quarter inch of slope per foot and must drain within 48 hours of rain. Condo buildings three habitable stories or taller need a structural integrity reserve study every 10 years, and the roof heads its list.

Low-slope roof rules on an Orange County building
New low-slope roofs of every common membrane type need a minimum design slope of one-quarter inch per foot, or 2 percent. Decks and coverings are designed for Chapter 16 wind loads, and metal edge systems on those roofs must be tested to ANSI/SPRI ES-1 or RAS 111.
A recover is off the table in several cases: when the existing roof is water-soaked or too deteriorated to serve as a base, when it already has two or more layers, or when it is wood shake, slate or tile. A moisture survey confirmed with core samples shows where the wet areas are before anyone prices a recover.
Rooftop units have their own rule. A local government may not make existing roof-mounted mechanical equipment meet current code, except during reroofing when a noncompliant unit is being replaced or moved.

Orange County supplies plenty of water to pond: Orlando International averages 51.45 inches a year, 23.20 of it from June through August. The code defines positive drainage as enough slope to clear the roof within 48 hours of rain, and where parapets would trap water if the main drains back up, secondary overflow drains or scuppers are required.
Storm drainage is sized on a 100-year hourly rainfall rate, from the plumbing code's map or approved local weather data. For reference, NOAA's Atlas 14 gives Orlando a 100-year, 1-hour rate of 3.93 inches an hour.
Permits split the same way as for houses: the Orange County Division of Building Safety outside city limits, and city departments such as Orlando's Permits & Inspections inside them. A permit becomes invalid if work does not start within 6 months of issue or stops for 6 months.

Do commercial roofs in Orange County need Miami-Dade NOA products?
No. Miami-Dade Notices of Acceptance belong to the High-Velocity Hurricane Zone, which the Florida Building Code limits to Broward and Miami-Dade counties. In Orange County, roofing products need Florida's statewide product approval, which anyone can look up by FL number in the Florida Building Commission's search. Ask for the FL numbers on every bid. In Belle Isle, the city's contracted building provider also asks for the approval and installation instructions with each roof permit.
Does the 25% roof rule apply to commercial buildings in Orange County?
Yes. The commercial roofing chapter of the Florida Building Code carries the same cap as the residential one: no more than 25 percent of a roof or roof section repaired, replaced or recovered in any 12 months unless the whole section is redone. The 2007-code exception applies too, and state law bars a local government from amending it by ordinance. That holds whether the permit comes from the Orange County Division of Building Safety or from a city such as Winter Park or Apopka.
When does an Orange County condo board need a reserve study that covers the roof?
When the building has three or more habitable stories. Fla. Stat. 718.112(2)(g) requires a residential condominium association to complete a structural integrity reserve study at least every 10 years for each such building, and the roof is the first item on the statute's list. The study rests on a visual inspection and estimates each item's remaining useful life, so recent roof condition reports and permit records make it easier. With only 54.1 percent of the county's housing units in single-family detached homes, many owners here share a roof with neighbors.
Can a roof coating replace a new roof on an Orange County building?
Sometimes it buys time, but the roof decides. Under Florida law a coating sold to stop leaks or extend roof life is roofing work, and the code requires coatings to meet its fire classification and listed product standards. A coating does not fix a water-soaked roof, which cannot serve as a base. Check drainage first: a roof that still ponds 48 hours after rain needs a coating made for ponding, and Orlando's 23.20 inches of June-to-August rain will find every low spot.
