Where Oakland roofs fail in a hurricane

Hurricane Milton in 2024 brought gusts of 55 to 75 mph across Orange County, locally 87 mph, and 4 to 8 inches of rain. The county counted 188 structures affected, 32 with major damage. Hurricane Irma in 2017 peaked at 69 knots at Orlando International.

FEMA's field teams found that wind damage to roof covering is a primary source of water intrusion. Water also entered where ridge vents and soffits were lost. FEMA described one house where the ceilings came down although only ridge shingles and the ridge vent had blown off.

Oakland homes lose water at the same joints the code asks to be flashed: where a roof meets a wall, where the slope changes, and around pipes and other openings. When a ceiling stain shows up under one of those spots, begin the inspection there.

Repair or replace: the 25 percent rule

The Florida code caps patching at 25 percent of a roof or roof section within 12 months. Go over that and the entire roof or section must be redone. An exception covers a roof that itself was built, repaired or replaced to the 2007 Florida Building Code or later.

Many Oakland homes are newer than the county norm. The median home here was built in 2009, against 1994 countywide, and 47.5 percent of units date from 2010 or later. That suggests many roofs here may qualify for the exception, but confirm each roof's own history before relying on it.

Only 8.6 percent of Oakland units were built before 1980, against 26.1 percent countywide. Fewer very old roofs means fewer decks rotted from decades of leaks. Soft decking still calls for replacement, not patching.

Stay off the roof. Hurricane Ian and Hurricane Milton each ended with a death from a fall while someone cleared debris from a roof. From the ground, look for missing shingles, lifted ridge caps, and stains on ceilings. Photograph everything.

Oakland's Building & Permit Department is contracted to Willdan Engineering and works under the 2023 Florida Building Code. Florida lets the building official decide whether a minor repair needs a permit, so call that office before work starts.

What is the 25% roof rule in Florida?

Under Florida's building code, no more than 25 percent of a roof or roof section can be repaired within any 12-month period. Work past that point means the entire roof or section has to be replaced or recovered. Only the repaired portion must meet current code when your roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition. Oakland's median home was built in 2009, but check your own roof's history and ask the town's Building & Permit Department.

Do I need a permit for a small roof repair in Oakland?

The code says ordinary minor repairs may be made with the building official's approval and no permit, so it is the local official's call. Can my insurer drop me because my roof is 15 years old?

Not on age alone, if you act. When your roof has reached 15 years or more, your insurer is required to allow an authorized inspector to examine it, with you paying for the inspection. Age alone cannot be the reason an insurer refuses or non-renews coverage if the inspection finds 5 or more years of useful life remaining.
