Roof repair in Pine Hills, FL
Water covers only 3.8 percent of Pine Hills, so flooding is not your usual roof worry. Wind and wind-driven rain are. In Orange County, Hurricane Milton brought gusts of 55 to 75 mph and 4 to 8 inches of rain. Roofs leak where coverings are damaged or pierced.

Storm damage
Where Pine Hills roofs fail in a storm
About 49.0% of Pine Hills homes were built before 1980, against 26.1% countywide. Only 1.5% were built in 2010 or later. That suggests many roofs here have been patched or replaced more than once, and old flashing and vents are common.
FEMA field teams found wind-damaged roof covering to be a primary source of water getting into homes. Lost ridge vents expose large openings in the roof deck, and ceilings have collapsed from that alone. Leaks also follow the places the code requires flashing: wall and roof joints, changes of slope, and pipe or vent openings.
- Missing, loose or cracked shingle tabs after a gust
- Lifted or open ridge vent
- Flashing at walls, chimneys and vent pipes
- Stains on the ceiling or damp insulation in the attic
- Soft spots in the decking
Repair or replace
Repair or replace under the 25% rule
Under Florida's building code, patching can cover no more than 25 percent of a roof or roof section during any 12-month period. A Pine Hills roof that needs more than that in one year must be redone across the full section. The exception applies only if that roof was itself built, repaired or replaced to the 2007 Florida Building Code or later.
The building official decides if a small repair requires a permit. In Pine Hills, which is unincorporated, the Orange County Division of Building Safety issues roof permits. Call them before work starts.
Mobile homes make up 3.4 percent of Pine Hills housing and follow the federal HUD code, not the Florida Building Code. Confirm the repair rules for those roofs with the county office.
After the storm
What to do safely after a storm
Stay off the roof. After Hurricane Ian, one Orange County death came from a man falling from a ladder while clearing debris. After Milton, another man fell off his roof cleaning debris. Check from the ground, photograph what you see, and tarp from inside only if you can do so safely.
Florida law bars roofing contractors from soliciting insurance claims or advising you on coverage. Your insurer or agent is the right contact for anything about your policy. You must give notice of a claim within 1 year of the loss.
Questions
Roof repair in Pine Hills: questions
Do I need a permit for roof repair in Pine Hills?
Because Pine Hills is unincorporated, roof permits come from the Orange County Division of Building Safety. Florida's code allows ordinary minor repairs without a permit only with the building official's approval, so that decision is theirs. Call the county office with the size and location of the repair before any work begins. Larger jobs, including anything past 25 percent of a roof section, need a permit.

How much of my roof can be repaired at once?
The Florida Building Code caps repairs at 25 percent of a roof section in 12 months. Past that point, you have to replace or recover the entire section. An exception applies only if the roof was built, repaired or replaced to the 2007 Florida Building Code or later. With 49.0% of Pine Hills homes built before 1980, you should confirm your roof's history with the Orange County building office.

What storm damage should I look for after heavy wind and rain?
Look from the ground for missing or cracked shingle tabs, a lifted ridge vent, and bent flashing. Inside, check ceilings for stains and the attic for damp insulation. Milton brought 4 to 8 inches of rain to Orange County, and water enters wherever coverings or vents are lost. Photograph everything and keep off the roof.

My roof is over 15 years old. Can my insurer drop me?
Under Fla. Stat. 627.7011(5), an insurer must let you have an authorized inspector check a roof 15 years or older, at your expense. An insurer cannot refuse coverage or decline to renew based only on age when the inspection shows 5 or more years of useful life remaining. Pine Hills has many homes built before 1980, so ask your insurer or agent how the rule applies to your policy.
