Hurricane Milton brought gusts of 55 to 75 mph, locally 87 mph, and 4 to 8 inches of rain to Orange County. According to the county, 188 structures were affected and 32 of them suffered major damage. Rain is what turns a lost shingle into a stained ceiling.

Look first at the places where roofs meet something else. Leaks follow the flashing the code requires at wall intersections, changes of slope and roof openings such as vent pipes. After a storm, check those spots before the open field of shingles.

The ridge is the next weak point. Federal storm assessments found that losing ridge vents can open large holes in the deck, and one house had ceilings collapse though only ridge shingles and vent were gone. Soffits that fail also let water in.

How the 25 percent rule shapes the choice between fixing a roof and replacing it

Under the Florida Building Code, repair, replacement or recovery work is capped at 25 percent of a roof or roof section within any 12-month period. If the work exceeds that cap, the entire roof section has to be upgraded to meet current code. This threshold is what separates a repair from a replacement under the law.

There is an exception. If the roof itself was built, repaired or replaced to the 2007 Florida Building Code or a later edition, only the repaired part must meet current code. Lake Butler's median home was built in 2003, so by that figure alone you cannot assume your roof qualifies. Check the permit record for the roof itself.

Roof permits in Lake Butler are issued by the Orange County Division of Building Safety, since the community is unincorporated. The building official decides whether a minor repair needs a permit, so check with that office before you start work.

What is the 25% roof rule in Florida?

Florida's building code says no more than 25 percent of a roof or roof section can be repaired, replaced or recovered in any 12-month period unless the whole roof section is replaced or recovered. An exception applies when the existing roof was built or replaced to the 2007 code or later. In that case, only the section you repaired has to meet current code. How long do I have to report storm damage to my insurer?

Unless notice reaches the insurer within 1 year of the date of loss, a new or reopened property claim is barred. A supplemental claim has 18 months. In an area where the median year homes were built is 2003, many roofs are now old enough that storm damage can be mixed with ordinary wear, which makes prompt reporting more useful.
