Roof repair in Lockhart, FL
Water covers 3.7 percent of Lockhart's total area, and Orange County has seen heavy rain flood low-lying streets before. In Hurricane Milton, 4 to 8 inches fell, locally 10. Roof repair here starts with finding the entry point before the next storm arrives.

Storm damage
Where Lockhart roofs fail in a storm
Milton brought gusts of 55 to 75 mph, locally 87 mph, and 188 structures in Orange County were affected. Most damage starts at the roof covering. FEMA field teams found that lost or damaged covering is a primary source of water intrusion.
Look at ridge vents first. A single missing piece can expose a wide section of the deck once it comes off. FEMA documented a house where ceilings collapsed though the only visible damage was lost ridge shingles and vent.
Flashing is the next weak point. Building code calls for it at wall and roof meetings, changes of slope, and wherever something pokes through, such as vent pipes and chimneys. Those are the places leaks usually track back to.
Soffits matter too. They have a poor record in hurricanes, and a failed soffit often lets water into the attic. The 2007 Florida Building Code started requiring soffits to resist wall wind loads.
Repair vs. replace
Repair or replace: the 25 percent line
Lockhart's median home was built in 1984, and 37.6 percent of units predate 1980, against 26.1 percent countywide. That suggests many roofs here have been replaced at least once, but you should confirm each roof's history before assuming anything.
Patch more than a quarter of one roof section within a year and the whole section must be replaced or recovered. A roof that itself was redone to the 2007 Florida Building Code or later is excused from that. On such a roof in Lockhart, current code reaches only the part you are fixing.
Because Lockhart sits outside any city limits, roof permits come from the Orange County Division of Building Safety. A small repair may qualify as ordinary minor work, but the building official makes that call. Ask the county before you start.
After the storm
What to do safely after a storm
Stay off the roof. Two Orange County deaths tied to Ian and Milton involved men who fell while clearing storm debris from their own roofs. From the ground, look for missing or curled tabs, bare felt and sagging spots, and check your attic for wet decking.
Deadlines run from the date of loss. A new claim must reach your insurer within 1 year, a supplemental claim within 18 months. Florida law also bars contractors from advising on coverage, so ask your insurer or agent what your policy says.
Questions
Roof repair in Lockhart: questions
Do I need a permit to repair my roof in Lockhart?
Lockhart is an unincorporated census-designated place, so the Orange County Division of Building Safety handles roof permits. Florida's building code lets the building official approve ordinary minor repairs without a permit, which means a small patch may or may not need one. Call the county office before work begins and ask. A larger repair, or anything near the 25 percent limit, should be treated as a permitted job.

How much of my roof can be patched before the whole roof must be replaced?
Once more than 25 percent of a roof or roof section has been repaired, replaced or recovered in 12 months, the entire roof or section must be replaced or recovered. A roof that was itself redone to the 2007 Florida Building Code or later is treated differently. A local government in Orange County cannot change that exception by ordinance.

Why does my attic leak when only a few shingles blew off?
Lost ridge shingles or a lost ridge vent can expose a wide strip of deck to rain. FEMA found ceilings collapsing in a house whose only visible roof damage was at the ridge. Milton dropped 4 to 8 inches of rain on Orange County, locally 10, so a small opening can let in a lot of water. Check flashing and vents as well.

Does my insurer decide whether an older roof must be replaced?
If your roof is 15 years old or more, Florida law allows you to hire an authorized inspector to examine it, paid for by you. Should that inspection find 5 or more years of useful life remaining, your insurer cannot decline or non-renew the policy based on age alone. Age matters locally because the median year homes were built here is 1984, so many roofs in the area are already past the 15 year mark. To learn how this rule affects your own policy, ask your agent or the insurer directly.
