Hurricane Milton brought gusts of 55-75 mph to Orange County, locally 87 mph, and 4-8 inches of rain. Orange County counted 188 structures affected, 32 of them with major damage. Water gets in where the covering is damaged first, which is why a small repair matters.

Wherever the code calls for flashing, you will usually find the leaks: where walls meet the roof, where the slope changes, and around roof openings. Ridge vents are another weak point. According to FEMA, a ridge vent that gets torn away can leave a large opening in the deck. In one example house, ceilings collapsed though only ridge shingles and vent were lost.

Soffits have performed poorly in hurricanes, and a failed soffit often lets in a lot of water. Homes here are older, with a 1978 median build year. By our arithmetic, that is 16 years before the countywide 1994 median. That suggests more of them were built before the 2007 code began requiring soffits to resist wall wind loads.

Repair or replace: the 25 percent rule

Under Florida's code, repairs within any 12-month period cannot exceed 25 percent of a roof or roof section. Once repairs exceed that limit, you need to replace or recover the whole roof or section. You only qualify for the exception when that roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition.

In Edgewood, 57.0% of housing units were built before 1980, against 26.1% countywide. That suggests many roofs here have been replaced since, but the code asks about the roof, not the house. If yours was never redone to the 2007 code, a large repair may become a replacement.

Permits start with the City of Edgewood, which has partnered with the Orange County Building Department. Ordinary minor repairs may not need a permit, but that is the building official's call. Ask before you hire.

There is no single number. Insurers look hard at roofs 15 years or older. Florida law lets you hire an authorized inspector, at your expense, to check an older roof. An insurer may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left.
