NOAA's Atlas 14 puts that burst at Orlando at 8.71 inches an hour for five minutes in a 10-year storm, 10.1 in a 25-year storm and 11.9 in a 100-year storm. Of ten Florida locations compared on NOAA's server, Orlando's 10-year rate is the lowest, with West Palm Beach highest at 11.3, and it is still more than double Orlando's 100-year, one-hour rate of 3.93 inches an hour.

Florida's plumbing code sizes gutters by flow. At an eighth-inch-per-foot slope, its table rates semicircular gutters at 39 gallons a minute for a 4-inch, 74 for a 5-inch and 110 for a 6-inch, so the 6-inch carries about 49 percent more than the 5. Downspouts step up too: a 3-inch round leader carries 92 gallons a minute and a 4-inch round 192.
Rain rate turns those flows into roof area. In the trade's sizing math, 96.15 square feet of roof under 1 inch an hour of rain produces 1 gallon a minute, and pitched roofs count extra: a 6-in-12 roof is figured at 1.10 times its plan area. At Orlando's 8.71-inch burst, a gutter drains less than half the roof area it would at the 3.93-inch hourly rate, so sizing to the burst means bigger gutters or more downspouts.

What the Florida code asks of gutters in Orange County
Gutters are required by code only where eaves project less than 6 inches, except at gable-end rakes or a roof above another roof. Downspouts must discharge at least a foot from the wall; the rule sits in the code's termite-protection section.
Gutters and leaders must be metal or plastic approved for outdoor exposure, with lapped, soldered or caulked joints, and fastened with corrosion-resistant hardware compatible with the gutter.

That depends on how much roof drains to each run, the pitch and the number of downspouts, sized to the local burst of 8.71 inches an hour at Orlando. A 6-inch half-round gutter carries 110 gallons a minute at an eighth-inch slope against 74 for a 5-inch, so on a large roof plane the bigger size or an extra downspout often settles it. A roofer measures each plane, applies the pitch factor and checks the result against the code table.
How often should gutters be cleaned in Orange County?
Two or three times a year under trees. A workable rhythm for Central Florida canopy is after the spring oak drop and pollen in late April or May, before the June-to-September storm season, and after the fall pine-needle peak in late November or December. Tower Hill recommends at least twice a year, spring and fall, and more often under overhanging trees. Where should downspouts drain on an Orange County lot?

Will gutters stay on in an Orange County hurricane?
Fastening decides it. Florida's residential code requires gutters to be securely fastened with corrosion-resistant hardware compatible with the gutter, and one hidden-hanger maker recommends a clip and 16-inch spacing in storm-prone areas instead of its standard 24 inches. Gusts here have reached 87 mph locally, in Hurricane Milton in 2024, and 69 knots at Orlando International in Irma in 2017. A gutter packed with wet leaves is heavier and pulls harder on its hangers, so clean before the season.
